About this opportunity
The U.S. Department of Labor, Office of Workers' Compensation Programs (OWCP), is conducting market research through this pre-solicitation notice for a nationwide Directed Medical Services (DMS) contract involving medical provider network management and medical bill processing services. The procuring agency seeks a single contractor capable of managing a nationwide consortium of board-certified medical specialists to facilitate timely adjudication of workers' compensation claims for Federal Employees' Compensation Act (FECA) claimants. Key contract requirements include establishing a geographically distributed network of physicians meeting strict qualification standards (MD, DO, DPM, or Psy.D. with active licenses and minimum 120 hours of annual direct patient care), scheduling medical examinations within 30 calendar days of referral, delivering comprehensive medical reports within specified timeframes (7 calendar days for standard Second Opinion Examinations, 14 calendar days for Independent Medical Examinations), and processing medical bills in compliance with the Privacy Act of 1974 and applicable federal regulations. The evaluation will assess vendors' capability to meet nationwide geographic coverage requirements, manage physician networks across multiple specialties, meet strict reporting timelines, and implement quality control and contingency plans. The RFI deadline for vendor questions and registration for one-on-one industry sessions is April 6, 2026, with virtual sessions scheduled for April 8-13, 2026.
This is a pre-solicitation notice with no set-aside designation, and no information regarding current incumbents or specific budget allocations is provided in the available documentation. The contract includes a base period from March 28, 2026 through March 27, 2027, with four optional 12-month extensions through March 27, 2031, and potential six-month extensions thereafter. The estimated annual workload encompasses approximately 40,000 cases, including 16,560 Second Opinion Examinations, 1,162 Independent Medical Examinations, and various file reviews across all U.S. states and territories, with the highest concentrations in California (10,006 cases), Texas (7,496 cases), New York (3,001 cases), and Florida (2,590 cases). Pricing is structured on a fixed unit rate basis with tier-based incentive pricing, including Tier 2 incentive premiums for early submissions and Tier 1 base pricing for standard submissions, along with liquidated damages of $50.70 per 10-calendar-day delay period for late report submissions. No specific budget range or award value is disclosed in this pre-solicitation phase, as the government is primarily gathering vendor feedback on the draft Performance Work Statement and industry capacity to meet the stated requirements.
