About this file
This is a Request for Information (RFI) / Industry Day Notice document containing questions from the U.S. Department of Labor (DOL), Office of Workers' Compensation Programs (OWCP) regarding a Directed Medical Services contract opportunity (Solicitation Number OAA-26-00215).
The RFI seeks industry feedback on the feasibility and market alignment of the proposed contract requirements, which include managing a nationwide network of medical providers and processing medical bills for workers' compensation claims. Key performance metrics under review include: SECOP appointments within 30 days of referral; SECOP medical reports within 44 days of referral (with 14-day extension for diagnostic testing); Independent Medical Examination (IME) scheduling within 30 days of physician approval; IME reports within 21 days of request (with 14-day extension for testing); clarification reports within 7 days; impairment rating case file reviews within 30 days; surgical case file reviews within 7 days; and other case file reviews within 21 days. The questions also address potential barriers to proposal submission, alignment with industry standards, concerns regarding liquidated damages and pricing structures, nationwide service coverage capabilities, network building requirements and timelines, recruitment strategies for underserved geographic areas, and specialty-specific limitations. The contract envisions a non-IT commercial services arrangement with fees for medical bill processing and provider reimbursement rates defined in the Performance Work Statement (PWS), with the Government seeking sources capable of facilitating timely adjudication of workers' compensation claims through medical evaluations, scheduling, and reporting services.
