About this opportunity
The Defense Finance and Accounting Service (DFAS) is conducting a Request for Information to gather industry capabilities for large-scale microfiche digitization, with responses due June 15, 2026. The effort targets conversion of approximately 5.88 million microfiche sheets and films to FADGI 3-Star standard for dual-format delivery (uncompressed TIFF Preservation Masters and searchable PDF/A Access Copies). This market research initiative is for planning purposes only and does not constitute a binding solicitation.
Work spans three dispersed DFAS facilities: Indianapolis (3.4 million sheets, Army and Army Reserve records from 1972–1993), Cleveland (2.23 million sheets plus 4,700 reels, Military Retired and Annuitant Pay from the 1970s onward), and Texarkana (288,000 sheets, Non-Appropriated Funds from the 1980s). The scope encompasses approximately 1.56 billion individual frames.
The Draft Performance Work Statement requires Firm, Fixed Price contracting with performance at the contractor's facility during standard business hours (0600–1800 Eastern Time, Monday–Friday). Personnel must be U.S. citizens with Tier 3 or Noncritical-Sensitive clearance, continuous vetting enrollment, CAC eligibility, and completion of mandatory DoD and DFAS security training within 30 days of award. The contractor must execute a pilot project within 30 days of award (approximately 1,000 sheets per facility) and deliver a Technical Baseline Report before full production authorization. Quality assurance validation applies ANSI/ASQ Z1.4 sampling with Acceptable Quality Levels of 1.0% for critical errors and 2.5% for minor errors; batch rejection requires contractor rework at no additional cost.
Respondents should submit white papers not exceeding 25 pages addressing facility capacity, technical approach, quality control plans, secure logistics, metadata procedures, pilot execution, rough order of magnitude cost estimates, and relevant federal contract experience with large-scale microform digitization.
