About this file
This is a Request for Information (RFI) issued by the Defense Finance and Accounting Service (DFAS) for market research purposes regarding large-scale microfiche digitization capabilities. DFAS seeks to convert approximately 5.88 million microfiche sheets and films into a dual-format, legally admissible digital records repository compliant with the Federal Agencies Digital Guidelines Initiative (FADGI) 3-Star standard for preservation master images. The digitization effort aims to satisfy DoD Financial Management Regulation requirements, support FIAR audit readiness, and meet legal thresholds under NARA 36 CFR 1236.32 and GRS 4.5 to authorize destruction of physical source media while generating fully text-searchable PDF access copies for improved workforce retrieval capabilities.
Industry respondents must address eight specific areas of inquiry: facility capacity and monthly throughput in microfiche sheets while maintaining FADGI 3-Star quality; technical approach detailing scanning hardware and image processing software; internal Quality Control plans for image fidelity and metadata accuracy; secure chain-of-custody logistics and security processes; metadata generation and delivery procedures for large file batches to government cloud environments; pilot project execution approach including Technical Baseline Report generation; non-binding Rough Order of Magnitude cost estimates on a per-image or per-fiche basis inclusive of all services; and relevant federal contract experience with large-scale microform digitization requiring FADGI compliance. Responses must be submitted as white papers not exceeding 25 pages in PDF or Word format. This RFI is for planning purposes only and does not constitute a binding solicitation, offer, or commitment for payment of response costs. All responses must be unclassified and will not be disclosed outside the U.S. Government.

Request for Information (RFI): Enterprise Microfiche Digitization BLUF: The Defense Finance and Accounting Service (DFAS) is seeking information on industry capabilities for a large-scale microfiche digitization effort. The goal is to convert approximately 5.88 million microfiche sheets to the Federal Agencies Digital Guidelines Initiative (FADGI) 3-Star standard. This RFI is for market research purposes to identify sources and solutions. For a detailed description of the required work, all respondents should review the attached Draft Performance Work Statement (PWS).
1.0 Background
The Defense Finance and Accounting Service (DFAS) requires comprehensive, enterprise-scale digitization services to convert approximately 5.88 million physical microfiche sheets and films into a dual-format, legally admissible digital records repository.
To satisfy the stringent evidentiary requirements of the DoD Financial Management Regulation (FMR), support FIAR audit readiness, and ensure the digital records meet the legal threshold for source record destruction under NARA 36 CFR § 1236.32 and GRS 4.5, DFAS mandates the FADGI 3-Star standard for the preservation master images.
By meeting these standards, this effort will enable DFAS to achieve two primary objectives:
1. NARA-Authorized Destruction: Secure the legal authority to permanently destroy the physical source media, eliminating associated facility and maintenance costs.
2. Operational Modernization: Dramatically improve mission efficiency by generating fully text-searchable PDF Access Copies, providing the DFAS workforce with instantaneous, universal retrieval capabilities.
2.0 Information Requested from Industry
Please provide detailed responses to the following areas, referencing the requirements in the attached Draft PWS.
Area of Inquiry
Specific Questions for Industry
1. Capacity & Throughput
Based on the collection volume described in PWS Section 2.0, describe your facility's capacity. What is your estimated monthly throughput (in microfiche sheets) while maintaining FADGI 3-Star quality?
2. Technical Approach
Provide your technical approach to meeting all FADGI 3-Star imaging standards as defined in PWS Section 3.0. Describe the scanning hardware and image processing software you would utilize.
3. Quality Control
Describe your internal Quality Control (QC) plan for ensuring image fidelity and metadata accuracy to meet the Government's AQL as stated in PWS Section 5.2.
4. Logistics & Security
Describe your process for ensuring the secure chain-of-custody for physical records as required in PWS Section 6.0, from pickup through final disposition.
5. Metadata & Delivery
How would you generate the "Ingestion Manifest Schema" and the machine-readable QC reports as defined in PWS Sections 4.1 and 5.1? Describe your standard process for delivering large batches of digital files and metadata to a government cloud environment.
6. Pilot Project
Describe your plan for executing the Pilot Project as defined in PWS Section 7.0, including your process for generating the Technical Baseline Report.
7. Cost Estimate (ROM)
Provide a non-binding Rough Order of Magnitude (ROM). Please provide a cost-per-image or cost-per-fiche inclusive of all required services (logistics, scanning, QC, reporting, and destruction).
8. Corporate Experience
Provide a list of recent and relevant federal contracts for large-scale microform digitization, especially those requiring FADGI compliance. (Include contract number, dollar value, scope, and POC
