About this opportunity

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is seeking competitive engineering and technical services for the design, development, fabrication, test, repair, and fleet implementation of a Digital Video Surveillance System (DVSS). This system is specifically intended for monitoring remote or unmanned engineering spaces on DDG Modernization (DDG-M) Backfit ships, SCN Ships, and new construction ships, starting with the USS John Finn (DDG 113). The Department of the Navy Naval Sea Systems Command will oversee this procurement, which falls under the Ship Building and Repairing NAICS category. While specific evaluation criteria are not detailed in the pre-solicitation notice, the contract appears to require robust technical capabilities in marine surveillance system design and implementation. The anticipated Request for Proposal (RFP) release is planned for May 2024, with an expected contract award in September 2024.

The pre-solicitation notice indicates this will be an unrestricted, competitive procurement with no small business set-aside designation. The contract structure will be a Firm-Fixed-Price Supply/Services Indefinite-Delivery-Indefinite-Quantity (IDIQ) single award contract, featuring a one-year base period and four potential one-year option periods. The Product Service Code is 2090, which covers Miscellaneous Ship and Marine Equipment. Specific contract value ranges were not disclosed in the available documentation. Potential offerors are advised to monitor FedBizOpps for the official RFP release, with the current opportunity due date set for February 25, 2025. The solicitation suggests a comprehensive approach to developing and implementing advanced digital video surveillance technology for naval vessels.
