Specifically, the solicitation targets a 3DSS-iDX-PRO Sonar System with associated software, training, and accessories, which will be used for hydrographic mapping and environmental research. The procurement will be conducted under Federal Acquisition Regulations (FAR) Part 12 for commercial items, with the award determined by the most advantageous quote to the government. Evaluation criteria will focus on the lowest-priced, technically acceptable offer, with emphasis on authentic, manufacturer-certified products meeting precise technical specifications. Vendors must submit electronic quotes via email to Travis Herberholz by 5:00 PM on April 7th, 2025, with an expected delivery timeline of 45 days after award.

This solicitation is designated as a Small Business Set-Aside under NAICS code 334519 for Other Measuring and Controlling Device Manufacturing, which restricts competition to qualified small business entities. The procurement encompasses a comprehensive sonar system package, including a multibeam bathymetry engine, integrated sensors, GNSS antennas, software licenses, and required training. While specific budget details are not explicitly stated, the contract is structured to acquire a sophisticated scientific instrument for environmental research purposes. The place of performance will be the Upper Midwest Environmental Sciences Center, indicating the equipment will be utilized for geological and hydrographic research activities. Interested vendors must carefully review the detailed technical requirements and ensure their proposed solution precisely matches the government's specifications for the digital sonar system.
