STATEMENT OF WORK

I. GENERAL INFORMATION

A. Introduction (general description of services) The Upper Midwest Environmental Sciences Center (UMESC)

Hydroacoustics and 3D Mapping group often conducts hydrographic surveys in shallow water, which can be limiting. The UMESC currently owns a Norbit iWBMSc (compact integrated Wide-Band Multibeam System), which is generally used in waters depths greater than 2-meters. Surveying in less than 2-meters depth is extremely inefficient, in that the multibeam swath narrows and the amount of time needed to complete a survey quadruples.

More often, a single-beam sonar is used to obtain transect data that must be interpolated to provide a digital surface model, missing detailed information in these shallow areas. To remain at the forefront of innovation and continue research into shallow waters limited by depth, UMESC requires a PING 3DSS-iDX-PRO (henceforth referred to as 3DSS), which is a ground-breaking sonar that provides extended range coherent side scan, IHO Exclusive Order swath bathymetry, and stunning 3D point clouds. The ability to acquire high-density bathymetry covering swath widths from 6 to 14 times water depth will optimize efficiency in shallow water.

3DSS incorporates a patented signal processing methodology that extends the single angle-of-arrival principle used in interferometric systems to accommodate multiple simultaneous backscatter arrivals (e.g. the seabed, sea surface, water-column, and multipath). The result is superior wide swath bathymetry and true 3D sidescan imaging and from a compact, easy-to-use sonar. The system integrates SVT and MRU sensors into the sonar head for turnkey operation. A Universal Sonar Interface Unit provides ultra-portable, easy operation with just a laptop and a battery or easy interface to external measurement reference unit (MRU), global navigation GNSS and INS systems on a fully equipped survey launch or ASV.

B. Background Currently, UMESC Hydroacoustics and 3D Mapping team uses Norbit iWBMSc multibeam system procured in 2017 to collect bathymetry data. The instrument has become obsolete since 2019, when Norbit quit manufacturing the iWMBSc (i.e., the existing Norbit iWBMSc no longer receives firmware updates). While the UMESC continues to operate this multibeam echosounder system, it is mostly used for shallow waters greater than 2-meters because it becomes extremely inefficient to survey in depths less than 2-meters. Typically, the UMESC must use their acoustic Doppler current profiler to obtain depth data using transect spacing. The data is interpolated into a surface model, missing detailed information of the riverbed. The 3DSSwould allow surveying in shallow water environment less than 2-meters more efficiently, expanding the teams’ capabilities for data collection. The 3DSSwoud not only allow bathymetry mapping in depths less than 2-meters, but also increase efficiency for hydrographic surveys. The 3DSSsidescan sonar is also far superior than the UMESC’s Norbit iWBMSc and recreation grade Humminbird devices.

C. Definition/Applicable Documents: NONE

D. Scope (stage general purpose, objectives, magnitude). The purpose of this acquisition is to obtain the 3DSS, a MBES that can more efficiently survey shallow depths and can be added to the Otter USV purchased in 2024. The 3DSS will expand UMESC’s hydrographic capabilities into limiting shallow waters.

II. WORK REQUIREMENTS

A. Technical Requirements

1. The vendor shall provide a brand name or equal to PING 3DSS-iDX-PRO, with a MBES Bathymetry Engine that uses an advanced seabed detection algorithm to provide accurate, wide swath bathymetry using the dual head nature of the 3DSS sonar and its high-resolution 3D imaging capability. The brand name or equal to MBES Engine produces bathymetric soundings equivalent to an ideal multibeam sonar without the sidelobes, beam spreading, or asymmetrical beam sensitivity inherent in traditional beam steering systems. With useable swath widths exceeding 12-16 times water depth, the 3DSS more than triples swath coverage of traditional MBES systems in water shallower than 20m and more than quadruples coverage in water depths less than 10m.

The brand name or equal to 3DSS MBES Engine provides user control of beam geometry with beamwidths as narrow as 0.25°, beam densities to 1024 beams, and swath sector angles as wide as 220°. Soundings can be organized as equidistant, or equiangular, or in a new hybrid mode that offers wide swath equidistant spacing while also ensuring full vertical coverage with no blind zones over the entire swath.

The brand name or equal to 3DSS sonar employs patented Computed Angle-of-Arrival Transient Imaging technology (CAATI) to provide high accuracy, wide swath echo sounding together with co-registered geometrically correct high-resolution 3D and 2D imagery. 3DSS technology supplements multibeam echo sounders (MBES) in shallow water by providing wider coverage together with 3D imagery. 3DSS technology also supersedes interferometric phase-based sonars by separating seabed returns from sea surface, water column and multipath interference to provide clean and accurate bathymetry together with stunning 3D and 2D imagery.

For shallow water hydrography, the 3DSS Sonar is simply the best and most versatile mapping and imaging sonar available.

Bundled with the brand name or equal to 3DSS-iDX-450 is a feature-rich software suite allowing users to take full advantage of the sensors capabilities without additional third-party software. Some of the features provided include:

• Raw-data visualization in both high-resolution 3D point cloud and traditional 2D sidescan formats.

• Full control over sonar operating parameters including range, transmit pulse, gain settings, and more.

• Raw-data recording for future playback or post processing in third party applications.

• Bathymetric chart display overlaying pitch-corrected bathymetry onto a user provided navigational chart.

• Target-capture and measurement capabilities.

The brand name or equal to 3DSS-iDX-450 is also compatible with popular third-party applications such as Hypack, CARIS, and QINSy.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)
