About this opportunity

The Food and Drug Administration's National Center for Toxicological Research (NCTR) seeks to procure a Digital Slide Scanner System to replace aging pathology equipment that is no longer supported by its manufacturer and poses network security concerns due to outdated software. The system will be used across all NCTR pathology studies requiring digital slide copies and quantitative image analysis for research sharing and publications. Key technical requirements include scanning capabilities at 20X and 40X magnifications, both brightfield and fluorescent imaging capabilities, automated slide loading for a minimum of 50 slides, network connectivity, and operation within a 9'x9' footprint on standard 110/115V 20 AMP electrical circuits. The procurement includes delivery, installation, comprehensive training, a minimum one-year manufacturer warranty, and multi-year service agreements covering maintenance, repairs, and software updates. The capability statement submission deadline is December 18, 2025, at 1:00 PM Central Time, with submissions directed to david.kramer@fda.hhs.gov with reference to NCTR-2026-131912. The system must receive FDA network approval and be approved in the ServiceNow Product Catalog prior to deployment.

This procurement uses no set-aside designation and is classified under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. The sources sought notice does not identify any current incumbents or specify an award value or budget range, indicating that this is an early stage market research phase to identify capable vendors. The contract structure includes a base year of service agreements with four additional option years, extending the potential service commitment to five years total. Respondents must provide detailed capability statements addressing their company qualifications, technical capabilities, past performance history, software security compliance, and other relevant credentials to enable the government to determine the optimal acquisition approach for this specialized medical diagnostic equipment.

Notice text

The Food and Drug Administration (FDA) National Center for Toxicological Research (NCTR) needs a Digital Slide Scanner in the Pathology Lab to replace aging equipment that is no longer supported by the manufacturer. The existing instrument will only be allowed on the NCTR network for a limited time due to its’ use of out-of-date software. The Digital Slide Scanner is used for all studies in Pathology that require digital copies of the slides that are produced by the Pathology Lab or that require digital image analysis for data collection.

The Digital Slide Scanner is needed to create digital copies of tissues on glass slides that can be shared with other researchers or used in research publications. It is also needed to provide image analysis to obtain quantitative data from images. A service contract for the Digital Slide Scanner is also needed to keep the instrument functioning in optimal condition, to provide quick repairs, and to provide software updates as needed.

The Digital Slide Scanner must be approved to be connected to the NCTR network, and it must be approved prior to deployment in the ServiceNow Product Catalog.
