About this opportunity
The Department of Agriculture Agricultural Research Service seeks procurement and delivery of one Digital Polymerase Chain Reaction (dPCR) instrument, with quotations due September 28, 2026, no later than 10:00 a.m. CDT. Amendment 0001 removed the small business set-aside restriction, opening the procurement to all responsible sources.
Place of performance is Florence, South Carolina (USDA-ARS Coastal Plains Soil, Water & Plant Research Center, 2611 West Lucas Street, Florence, SC 29501). Delivery is required by November 30, 2026, with F.O.B. Destination terms.
The instrument must meet five minimum technical requirements: utilize digital PCR technology for target quantification, process at least 16 samples per run, provide a minimum of four optical channels for multiplexing capability, include complete analysis software, and ship fully assembled. No government-furnished equipment or materials apply.
The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing); PSC is 6640 (Laboratory Equipment and Supplies). Award will be made to a single contractor on a firm fixed-price basis using lowest-price technically acceptable criteria. Evaluation considers price, technical acceptability (ability to meet schedule requirements and demonstrate understanding of specifications), and past performance (rated Acceptable, Neutral, or Unacceptable). Only the lowest priced offer is evaluated for technical acceptability; if unacceptable, evaluation proceeds in order of lowest price until a technically acceptable offer with acceptable or neutral past performance is identified. Offerors must submit pricing on company letterhead with their SAM Unique Entity Identifier, provide detailed technical quotations demonstrating compliance with the Statement of Requirements, and hold prices firm for 90 calendar days from submission. Technical inquiries should be directed to Thomas F. Ducey at (843) 669-5203 x112 (office) or (843) 245-7020 (cell).
