About this opportunity

The Defense Logistics Agency (DLA) has issued a Request for Information (RFI) for market research and planning purposes regarding Digital Business Transformation IT services. The procurement seeks to identify qualified contractors to support DLA Energy's system architecture implementation, which includes SAP S4 HANA, Integrated Business Planning (IBP), Supplier Relationship Management (SRM), Industry Solution for Oil and Gas (IS-Oil), Bulk Fuels Management (BFM), and Procurement for Public Sector (PPS) modules. Key contract requirements include 24/7/365 system functional support across multiple directorate areas, with critical positions such as Program Manager (requiring PMP certification), Business Process Re-Engineering Specialists, ERP Architectural Specialists, Software Architects, Supply Chain Integration Specialists, and Data Visualization Specialists. Evaluation will assess industry capabilities and cost estimates to support the government's acquisition strategy and identify best-qualified sources. The RFI response deadline is April 17, 2026, with the notice having been posted on March 26, 2026.

This RFI is not a formal solicitation and carries no set-aside designation, with the government explicitly stating it does not constitute a commitment to award a contract. No incumbent contractor is identified in the pre-solicitation notice. The anticipated contract is structured as a firm fixed-price task order under the existing IDIQ contract SP4701-15-R-0030, with an estimated period of performance comprising a 12-month base period (originally anticipated to start April 1, 2024), followed by one 12-month option, one 9-month option, and one 1-month optional transition period, creating a potential five-year initiative. The primary place of performance is within 20 miles of DLA Headquarters at Fort Belvoir, Virginia, and all contractor personnel will require IT-II security clearance or current NACLC investigation. While specific award values are not disclosed in the RFI, the complexity and duration of the engagement suggest a substantial multi-year contract supporting critical supply chain management operations for petroleum products and services.

Notice text

This RFI is for market research, information, and planning purposes only, and does not constitute a solicitation for bids, proposals, or quotations.  This RFI must not to be construed as a commitment by the government to issue a request for proposal, quote or award a contract as a result of this RFI. This announcement is NOT a Request for Proposal (RFP) or a Request for Quote (RFQ). The government will not reimburse respondents for any cost associated with information submitted in response to this request. The purpose of obtaining information is to improve the understanding of government requirements and industry available capabilities.

The Defense Logistics Agency (DLA) intend to identify sources, assess industry capabilities and obtain cost estimates for an up to five-year initiative to specifically support the DLA Engery system architecture in a single environment with ancillary integrated system components (e.g. Fuels Manager Defense and Energy Procurement System Tools) know as "Digital Business Tranformation".  This architecture consists of the following:  Systems, Applications and Products (SAP) - S4 HANA (High Analytics Application), Ingegrated Business Planning (IBP), Supplier Relationship Management (SRM), Industry Solution for Oil and Gas (IS-Oil), Bulk Fuels Management (BFM) and Procurement for Public Sector (PPS).

Responses to this RFI will be assessed to identify potential sources that are considered best qualified to meet future requirements. Overall this RFI will assist in the acquisition strategy should the government determine to move forward.

A DRAFT Performance Work Statement (PWS) is attached further detailing the requirements of this proposed initiative.
