About this opportunity

The U.S. Embassy in Quito, Ecuador is seeking a regional data collection firm to conduct a comprehensive diagnostic study evaluating how sports and experiential learning activities can prevent youth violence, deter recruitment into transnational criminal organizations, and reduce illegal migration to the United States. The diagnostic will include field research in high-risk urban and rural areas, baseline studies of youth program participation, assessment of past initiatives, stakeholder mapping, and monitoring and evaluation components with strategic recommendations for future programming. Key qualifications required include expertise in youth development, regional contextual knowledge, research capabilities, and demonstrated experience with similar projects over the past three years. The contract will be awarded to the lowest-priced technically acceptable offeror, potentially without further discussions, based on evaluation of technical and economic proposals submitted separately in specified file formats not exceeding 25 megabytes. The amended proposal submission deadline is September 19, 2025 at 4:00 p.m. local time, with proposals to be submitted via email to QuitoProcurement@state.gov, and all offerors must be registered in the System for Award Management (SAM).

This solicitation carries no set-aside designation and does not identify any current incumbents or potential contractors. While no specific award value or budget range is disclosed in the solicitation documents, the contract represents a firm-fixed price engagement with a six-month period of performance beginning immediately after contract execution. The scope requires engagement with 100-200 youth participants, interviews with 10-20 U.S. Government program alumni, and coordination with dozens of stakeholders including clubs, federations, community organizations, media entities, and athletes across Ecuador. The place of performance is Quito, Ecuador, with field research activities conducted in high-risk urban and rural areas throughout the country. The U.S. Embassy intends to use this diagnostic to strengthen youth-focused public diplomacy and regional stability while aligning programming with U.S. foreign policy priorities to enhance American safety through regional stability.
