The requirement carries a Total Small Business set-aside; based on market research responses, the command may set the requirement aside in full or in part for small businesses or procure through full and open competition, with multiple awards possible.
Work is performed 100 percent on-site at Building 30430, approximately two hours from Fort Bliss proper. The scope includes site investigation, electrical load demand analysis, design submittals at 65% and 100% completion, repair or replacement of the existing DC battery system (six battery banks with 144 Deka Unigy II batteries installed in 2012, now non-operational), removal and proper disposal of batteries and abandoned wiring, and mandatory inspections and verification of operability. The contractor must provide onsite personnel including a Superintendent, Site Safety and Health Officer, and Quality Control Representative, along with equipment manuals, warranty documents, training, and final as-built drawings in AutoCAD and PDF formats. The diagnostic must be completed within five business days of contract award. Special equipment including all-terrain vehicles and trailers is required for transport due to remote location and terrain.
NAICS 238210 applies; Small Business Size Standard is $19,000,000. Contract type is anticipated as Firm-Fixed Price. Labor is subject to the Service Contract Act or collective bargaining agreement. Liquidated damages of $500 per calendar day apply for contractor delays.
