Performance Work Statement Summary
This Performance Work Statement (PWS) for the 106th Signal Brigade at Fort Bliss describes the replacement and disposal of an existing DC battery system in Building 30430 (Endeavor facility), located approximately two hours from Fort Bliss proper in Texas. The facility is essential/critical for maintaining network and communication services for Fort Bliss ranges and Special Operations, supporting a Land Mobile Radio (LMR) wireless communications system that affects life and safety. The main DC battery system comprises six battery banks containing 144 Deka Unigy II batteries (4V 2000 AH each), installed in 2012 with a 10-year life expectancy and currently non-operational. AC power is provided by two inverters: one critical with an 18.4-amp load and one non-critical with a 44-amp load. The facility requires special equipment including All Terrain Vehicles and trailers for equipment transport due to remote location and terrain.
The contractor must conduct site investigations, develop a comprehensive work plan (including 65% and 100% design submittals), perform electrical load demand studies, design and construct necessary repairs, and remove and properly dispose of existing batteries and abandoned wiring. All work must comply with Department of the Army Facilities Standardization Program, Federal Energy Management Program best practices, Unified Facilities Criteria (UFC), and applicable codes and standards. The contractor must provide mandatory inspections and verification of optimal operability for all battery cells prior to removal and installation, dedicated onsite personnel (Superintendent, Site Safety and Health Officer, and Quality Control Representative), equipment manuals, warranty documents, training, operational and maintenance documentation, and final record/as-built drawings in AutoCAD and PDF formats. Liquidated damages of $500 per calendar day apply for contractor delays. The contract/task order number is TBA, with all submission and milestone dates currently to be determined (TBD).
