About this opportunity

The National Institutes of Health, Office of Logistics and Acquisition Operations, is preparing to procure a BD FACSMelody cell sorter with three lasers and nine-color capability, with responses due by July 30, 2026 at 9:00 AM Eastern Time.

The procurement carries a non-competitive intent to award to Becton, Dickinson and Company (BD Biosciences), though the government reserves the right to conduct a competitive procurement based on responses received. The instrument will support the Diabetes Molecular Genetics Section at the National Institute of Diabetes and Digestive and Kidney Diseases, enabling researchers to analyze and isolate specific cell populations from stem cell-derived pancreatic islet organoids using fluorescent markers. This capability reduces reliance on more expensive single-cell sequencing methods and supports downstream experiments focused on cell identity, maturation, and response to experimental conditions.

The procurement is classified under NAICS 334516 (Analytical Laboratory Instrument Manufacturing) and will be conducted under FAR Part 13 Simplified Acquisition Procedures with an anticipated value not exceeding $350,000. All interested parties must submit capability statements, technical proposals, cost-price proposals, period of performance, Unique Entity ID, Taxpayer Identification Number, and business size certification. Responses must be submitted electronically to Mr. Vishnuvajjala Hanumanth Rao, Lead Purchasing Agent, at vishnuh@mail.nih.gov and must reference solicitation number 75N98026Q00841. All offerors must maintain active registration in SAM.gov. No set-asides apply to this procurement.

Notice text

THE DIABETES MILECULAR GENETICS SECTION OF THE PHOENIX EPIDEMOLOGY AND CLINICAL RESEARCH BRANCH AT THE NATIONAL INSTITUTE OF DIABETES AND DIGESTIVE AND KIDNEY DISEASES STUDIES STEM CELL DERIVED PANCREATIC ISLET ORGANOIDS COMPOSE OF MULTIPLE CELL. MANY EXPERIMENTS REQUIRE ISOLATION AND ANALYSIS OF SPECIFIC CELL POPULATIONS BECAUSE MIXED CELL POPULATIONS CAN PRODUCE UNCLEAR OR MISLEADING RESULTS. ALTHOUGH SINGLE-CELL SEQUENCING CAN IDENTIFY INDIVIDUAL CELL TYPES, IT IS COSTLY AND NOT PRACTICAL FOR ROUTING USES.  AMORE EFFICIENT APPROACH IS TO SEPARATE CELLS BASED ON PROTEINS EXPRESSED ON THE CELL SURFACE.

THE BD FACSMELODY CELL SORTGER WITH THREE LASERS AND NINE-COLOR CAPABILITY WILL ALLOW RESEARCHERS TO ANALYZE AND ISOLATE SPECIFIC CELL POPULATIONS FROM ORGANOIDS USING FLUORESCENT MARKERS.  THIS  CAPABILITY WITH SUPPORT DOWNSTREAM EXPERIMENTS FOCUSED ON CELL IDENTITY, MATURATION, AND RESPOSE TO EXPERIMENTAL CONDITIONS WHILE REDUCING RELIANCE ON MORE EXPENSIVE SINGLE-CELL SEQUENCING METHODS
