About this file

This is a Notice of Intent (Presolicitation) for a non-competitive contract award to Becton, Dickinson and Company (BD Biosciences). The National Institutes of Health (NIH), Office of the Director, intends to procure a BD FACSMelody cell sorter with three lasers and nine-color capability for the Diabetes Molecular Genetics Section at the National Institute of Diabetes and Digestive and Kidney Diseases. The equipment will enable researchers to analyze and isolate specific cell populations from stem cell-derived pancreatic islet organoids using fluorescent markers, supporting experiments focused on cell identity, maturation, and experimental response while reducing reliance on costly single-cell sequencing methods. The procurement is classified under NAICS code 334516 and will be conducted under FAR Part 13 Simplified Acquisition Procedures at an amount not exceeding the $350,000 simplified acquisition threshold.

All interested parties must submit capability statements, technical proposals, cost-price proposals, period of performance, Unique Entity ID (UEI), Taxpayer Identification Number (TIN), and business size certification by July 30, 2026 at 9:00 AM Eastern Time. Responses must be submitted electronically to Mr. Vishnuvajjala Hanumanth Rao, Lead Purchasing Agent, at vishnuh@mail.nih.gov and must reference solicitation number 75N98026Q00841. All offerors must maintain active registration in the System for Award Management (SAM). The government reserves the right to proceed on a non-competitive basis or conduct a competitive procurement based on responses received. No set-asides apply to this procurement.

INTRODUCTION

THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).

The National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to:

Becton, Dickinson and Company BD Biosciences Business Unit One Becton Drive Franklin Lakes, NJ 07417 Tel: (855) 236-2772 Fax: (408) 954-2736 www.bdbiosciences.com

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The intended procurement is classified under NAICS code 334516 with a Size Standard $34M.

REGULATORY AUTHORITY

The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-99-1, July 16, 2018. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($350,000).

STATUTORY AUTHORITY

This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.

GENERAL INFORMATION

1 Title: Diabetes Molecular Genetics Section Cell Sorter

2. BACKGROUND The Diabetes Molecular Genetics Section of the Phoenix Epidemiology and Clinical Research Branch at the National Institute of Diabetes and Digestive and Kidney Diseases studies stem cell-derived pancreatic islet organoids composed of multiple cell types. Many experiments require isolation and analysis of specific cell populations because mixed cell populations can produce unclear or misleading results. Although single-cell sequencing can identify individual cell types, it is costly and not practical for routine use. A more efficient approach is to separate cells based on proteins expressed on the cell surface.

The BD FACSMelody cell sorter with three lasers and nine-color capability will allow researchers to analyze and isolate specific cell populations from organoids using fluorescent markers. This capability will support downstream experiments focused on cell identity, maturation, and response to experimental conditions while reducing reliance on more expensive single-cell sequencing methods.

CLOSING STATEMENT

This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a technical proposal, a cost-price proposal, the period of performance, the Unique Entity ID (UEI), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
