About this opportunity
DHS, through the U.S. Coast Guard, is conducting market research to identify firms for a nationwide environmental engineering services multiple-award IDIQ contract, with a sources-sought response deadline of November 16, 2026. The procurement is anticipated to carry a partial small business set-aside and will likely result in approximately five unrestricted awards and four small business awards, though the final count remains undetermined. DHS is actively seeking 8(a) firms, women-owned small businesses, service-disabled veteran-owned small businesses, HUBZone firms, and large businesses.
Work is performed across all 50 states, Alaska, Hawaii, U.S. territories, and potentially locations outside the U.S. where the Coast Guard operates missions. Services include professional engineering and environmental support for USCG shore infrastructure, real property, and projects spanning four key environmental programs: Compliance, Restoration and Liabilities, Planning, Stewardship, and Training. Performance locations encompass various facility types including bases, small boat stations, light stations, aids-to-navigation facilities, and communications facilities, both onshore and offshore.
The maximum aggregate capacity across all contracts is anticipated at $150 million over a ten-year period. Responses to this sources-sought announcement will not be reimbursed, and no costs should be incurred in preparing responses. The full solicitation and any amendments will be available on SAM.gov. This is a follow-on vehicle to an existing DHS strategic sourcing contract. NAICS code 541330 (Engineering Services); PSC C219 (Architect and Engineering – General: Other).
