About this opportunity

The Department of Homeland Security's Countering Weapons of Mass Destruction (CWMD) office is conducting market research to identify Commercial Off-The-Shelf (COTS) Personal Radiation Detectors (PRDs) with maritime variant capabilities for gamma and neutron detection. The RFI specifically seeks vendors who can provide devices with advanced networking and data streaming capabilities for maritime environments. Vendors must complete a comprehensive requirements matrix in Attachment 1, indicating which technical specifications they can meet, with submissions limited to 10 pages (excluding the attachment). The evaluation will focus on device capabilities including tracking, total dose measurement, radionuclide identification, and geospatial positioning. Responses must be submitted electronically to william.grimm@hq.dhs.gov by noon Eastern Time on May 15, 2025, with the government reserving the right to conduct one-on-one meetings with responsive vendors.

There are no specific set-aside designations for this RFI, though the government shows interest in small business participation, including 8(a), Historically Underutilized Business Zone, and Service Disabled Veteran Owned Small Businesses. While no specific award value is mentioned, the RFI suggests this is a market research effort potentially leading to a future solicitation for maritime radiation detection devices. The technical requirements are rigorous, including detection capabilities for Special Nuclear Material and Radiological Dispersal Devices, operation in temperatures ranging from -30C to -40C, and performance in challenging maritime conditions. The specification includes both threshold (minimum acceptable) and objective (desired) performance levels, with an indication that third-party independent testing will be required to validate vendor claims. The government is exploring potential recompetition of the Maritime PRD program and seeking innovative solutions, particularly for neutron detection technologies.

Update #2 · Latest ·

CWMD is conducting market research to obtain information about networking and data streaming capability of Commercial Off-The-Shelf (COTS) Maritime Variant (gamma and neutron detection) PRDs that meet the requirements in Attachment 1 (Attachment 1 provides the requirements by which CWMD may assess technical performance of candidate maritime variant PRDs pursuant to a Solicitation, if issued). Vendors are to indicate which requirements are met and not met in Attachment 1.

Please see the full description and instructions in the attached RFI Instructions document.

Update 05/13/2025: A set of vendor questions was submitted and while no mechanism was established for a Q&A for the RFI the program and contracting team decided to provide a response and post it for all interested parties to view and consider in their submissions as this information may be helpful in providing a more relevant and detailed response.
