About this file

This document is a detailed requirements specification (Attachment 1) for a Personal Radiation Detector (PRD) Maritime Variant, developed by the Department of Homeland Security's Countering Weapons of Mass Destruction (CWMD) office. The specification outlines comprehensive technical, operational, and performance requirements for a radiation detection device intended for maritime environments, covering critical parameters such as detection capabilities for gamma and neutron radiation sources, alarm mechanisms, environmental durability, battery performance, user interface, and operational ease.

The requirements are structured with both threshold (minimum acceptable) and objective (desired) performance levels across multiple domains, including radiation detection sensitivity, false alarm rates, device size and weight, battery life, ruggedization, and user interaction. Key specifications include detecting Special Nuclear Material and Radiological Dispersal Devices, maintaining low false alarm rates, operating across wide temperature ranges (-30°C to -40°C), functioning in maritime conditions, providing visual/audible/vibration alerts, and being operable with minimal training. The document indicates that third-party independent testing will be required to substantiate claims of meeting the specified requirements, suggesting a rigorous qualification process for potential vendors.

OR-1 The system shall notify the operator of the presence of gamma radiation sources, including Special Nuclear Material (SNM) and Radiological Dispersal Device (RDD) sources, when the system and the source are static

Demonstrate a Probability of Detection (PD) of 80% or more when exposed for up to 30 seconds (dwell time) to Co-57 shielded by 5mm of steel producing 2.33 ± 10% 122 keV photons/cm2-second and separately to Ba-133 shielded by 5mm of steel producing 1.44 ± 10% 356 keV photons/cm2-second, based on a background of

7.5 μR/hr. Background exposure rate was measured with a GE RS

PIC.

Demonstrate a PD of 80% or more when exposed for up to 30 seconds (dwell time) to Co-57 shielded by 5mm of steel producing 1.27 ± 10% 122 keV photons/cm2-second and separately to Ba- 133 shielded by 5mm of steel producing 0.89 ± 10% 356 keV photons/cm2-second, based on a background of 7.5 μR/hr.

Background exposure rate was measured with a GE RS PIC.

Desired performance characteristics are the ability to detect the smallest amount of R/N material, with the most shielding, at the greatest distance, while maintaining a low probability of false alarms. The alarm signal threshold settings must be the same as those used for the false alarm tests, and device orientation must be as used in standard operations (on the belt for detection). For testing, the flux to be detected will be scaled as the square root of the ratio of the current test site background exposure rate to the background exposure rate on which the requirement was based. Scaling of the specified flux conditions for evaluation purposes will be done using a device more appropriate than the GE RS High Pressure Ionization Chamber (HPIC).

Radiation background measurement corresponding to that originally reported by the HPIC are scintillator with reported energy range of 25 keV to 3 MeV. The background will vary between 0.34 μR/hr to 25 μR/hr. An energy calibrated HPGe detector is used to measure and determine the counts in the appropriate region of interest and then determine the flux at the point where the PRDs’ reference points will be placed.

Indicate if test data is available and describe the source of the test data available to support statements that the PRD meets the requirements (e.g.

government agency testing, accredited laboratory, independent laboratory, unaffiliated third-party testing or vendor testing)
