About this file
This document is a Request for Information (RFI) issued by the Department of Homeland Security's Countering Weapons of Mass Destruction (CWMD) office seeking market research on Commercial Off-The-Shelf (COTS) Maritime Variant Personal Radiation Detectors (PRDs). The RFI focuses on gathering industry information about networking and data streaming capabilities for PRDs capable of gamma and neutron detection, with vendors required to complete a detailed requirements matrix in Attachment 1 indicating which technical specifications they can meet.
Key points include the 10-page submission limit (excluding Attachment 1), requests for information on device capabilities such as tracking, total dose measurement, radionuclide identification, and geospatial positioning. The government is interested in alternative solutions, particularly for neutron detection, and is exploring potential future recompetition of the Maritime PRD program. While not mandating specific capabilities, the RFI aims to understand current industry technologies, potential cost-reduction approaches, and technical performance of maritime radiation detection devices for potential future solicitation.

Page 1 Purpose of RFI Section: "CWMD is conducting market research to obtain information about networking and data streaming capability of Commercial Off-The-Shelf (COTS) Maritime Variant (gamma and neutron detection) PRDs that meet the requirements in Attachment 1 (Attachment 1 provides the requirements by which CWMD may assess technical performance of candidate maritime variant PRDs pursuant to a Solicitation, if issued).
Vendors are to indicate which requirements are met and not met in Attachment 1."
The submission instructions state that the total page count shall not exceed 10 pages; however, attachment 1 is 20 pages. Please clarify if the page limit is 10 pages for the RFI response plus completion of Attachment 1 (no page limit for the table in Attachment 1).
The 10-page submission limit does not include Attachment 1, "Maritime Variant Requirements". Vendors may use Attachment 1 as part of their submissions. However, the 10-page limit will only apply to the bulleted items listed in the
RFI.

Page 4 Information Request Section, Last Bullet Point: "Information on any additional capabilities of the PRD, such as tracking and providing total dose; identification (determining the present radionuclide(s));
categorization (declaring the detected/identified radiation as being from NORM, industrial, medical, special nuclear material);
and geospatial position (having
GPS)."
This appears to be a duplicate of the previous bullet point.
(1) Please clarify if the last paragraph is duplicative and can disregarded.
and/or
(2) Is there is an additional requirement that needs to be included in replacement of the duplicate text?
Concur that this is a technical administrative error and can therefore be disregarded.

N/A N/A Is there a plan to recompete the Maritime Requirement as it relates to the US Coast Guard program? If so, can the goverment provide a timeline for the RFP?
Responses gathered as part of this RFI will help allow the government to make an informed decision on future plans to recompete the maritime PRD program. Further analysis will be conducted to determine a course of action.
Therefore, a current timeline is unclear.

Page 3 Bullet Point 4 - 7. An indication whether the device has networking and data streaming capability.
Networking relates to the ability to connect to the DHS network. Data streaming refers to the ability to provide secure near-real time continuous data transfer via an information architecture of networked information systems technologies. If so, describe the extent of this capability to include the associated methods, protocol(s) and network interface standards utilized.
Identify and describe any additional hardware and/or software required to accomplish networking and data streaming capability such as through an intermediary device (e.g., Smartphone/Mobile App and wireless adaptor).
Since data streaming was not leveraged during the initial roll out of the Maritime PRD RFP, would the goverment consider removing this capability to reduce complexity and cost?
This is not a mandatory capability. The government is gathering current industry capabilities as part of market research. Other factors will certainly be considered, including the complexity and cost.
5 Attatchment 1 Page 4 & 7 OR3 (OR-3-01) & OR8 (OR8-03,04) Would the Govt be interested in an alternate solution as it relates to neutron response?
One capable of neutron detection, providing an alert in lieu of an actual neutron measurement. This approach would substantially reduce the overall cost of the device.
For some types of neutron sources, especially for those that are shielded, this methodology has better detection efficiency than the standard PRD style of Neutron Detectors.
Yes, the government would consider such alternative solutions. Please provide details as part of a response.
