About this opportunity
The Department of Homeland Security's Countering Weapons of Mass Destruction (CWMD) Office is seeking deployable field management and scientific support services for its Mobile Detection Deployment Program (MDDP). The program aims to enhance chemical, biological, radiological, and nuclear (CBRN) detection capabilities by providing technical support personnel across seven regional locations in the United States. Interested contractors must submit a 10-page capability statement by April 29, 2025, at noon Eastern Time, addressing their ability to provide qualified personnel including a Project Manager, Technical Support Specialists, and an Operations Coordinator. Respondents will need to demonstrate expertise in CBRN detection operations, ability to obtain DHS Suitability and Secret-level security clearances, and capacity to support deployments for various security events. The market research request (RFI) is specifically targeted at NAICS code 541330 (Engineering Services) and seeks information about teaming arrangements and recruitment strategies for qualified personnel.
The contract opportunity does not have a specific small business set-aside, and no incumbent contractors are mentioned in the documentation. The period of performance includes a base period from July 2, 2025, to March 1, 2026, with five additional option periods extending through January 4, 2031. Personnel will be required to travel 50-75% of the time, work flexible schedules including nights, weekends, and holidays, and obtain Commercial Driver's Licenses within three months of contract award. While specific award values are not disclosed, the contract will require contractors to establish a logistics hub for equipment maintenance, manage hazardous materials shipping, and potentially obtain nuclear materials licensing. Key personnel will be strategically positioned at DHS locations nationwide and must maintain $1 million in personal liability insurance. The government reserves the right to conduct one-on-one meetings with vendors who provide comprehensive responses to the RFI.
