Title: Mobile Detection Deployment Program
NOTE: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and market research planning purposes. This RFI shall not be construed as an obligation on the part of the Government. This is NOT a Request for Quotations or Proposals. No solicitation document exists, and the Government may or may not issue a formal solicitation as a result of the responses received to this RFI.
The Government will not pay for any response or demonstration expenses. All costs incurred responding to this RFI will be solely at the interested party's expense. Failure to respond to this RFI will not preclude participation in any future solicitation. Any information received will become the property of the Government and will not be returned to the submitter. Interested parties are responsible for adequately marking proprietary or sensitive information.
The Government’s explicit intent, in this request for information, is to not receive from respondents any proprietary data, trade secrets, business sensitive information, or information considered CONFIDENTIAL under 18 U.S.C. §1905. The Government’s constraint does not in any way relieve contractors from their responsibility to properly mark proprietary data when it is provided, nor does it alleviate any requirement for the Government to protect marked data. The Government is not obligated to protect unmarked data.
The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned.
DESCRIPTION
The Department of Homeland Security Countering Weapons of Mass Destruction (CWMD), Mobile Detection Deployment Program (MDDP) enhances the chemical, biological, radiological, and nuclear (CBRN) detection and assessment capabilities of CWMD by deploying equipment and technical support personnel to mission partners. MDDP seeks to acquire deployable field management and scientific support services in accordance with the attached SOW. The anticipated NAICS code for the new contract for these services is 541330 with a PSC of L058.
PURPOSE OF THIS RFI
The purposes of this RFI are:
1) To gain an understanding of the capabilities of small businesses to support MDDP’s requirement.
2) To gain an understanding of Industry’s capabilities to support MDDP’s requirement.
3) Conduct market research for the new MDDP contract for this requirement.
INFORMATION REQUEST
Interested parties should submit a capability statement that includes the following:
1. If your company plans to propose a teaming arrangement, please describe how the arrangement will be structured to include how the work will be divided between your company and the partner company;
2. How does the company plan to hire/recruit qualified individuals for this mission?
SUBMISSION INSTRUCTIONS
Interested parties are invited to submit a capability statement pertaining to the MDDP support services identified in this RFI. The total submission page count shall not exceed 10 pages, Times New Roman, Font Size 11, excluding the cover page. Only one submission will be reviewed per vendor for this RFI. Only electronic submissions will be accepted. Emails with attachments larger than 5 MB shall be broken down into multiple emails with no one attachment exceeding 5 MB. Each electronic submission shall include:
- RFI number (70RWMD25RFI00000005) and “MDDP Support Services” in the Subject Line
- If the submission includes more than one electronic email, please include the file number and total files being submitted (e.g., File 1 of 4, File 2 of 4, etc.) in the Subject Line
- Responses must have a cover letter that includes the following information:
o Company Name o Company Address o Point of Contact, phone number, and email address of the point of contact regarding any correspondence between the Government and the vendor o SAM Unique Entity Identifier (UEI) Number o Company’s Size and Socio-Economic Status information for NAICS code 541330 o Relevant contract vehicles you currently have, and the contract numbers associated with those vehicles o Technical Point of Contact(s) (Name, title, email, and phone number) o Contracting Point of Contact(s) (Name, title, email, and phone number)
Submissions containing sensitive or proprietary information are discouraged unless excluding such information would inhibit vendors’ ability to provide a complete submission. Only unclassified submissions will be accepted.
All Responses shall be submitted to the Office of Procurement Operations (OPO) at the following email address: william.grimm@hq.dhs.gov no later than NOON Eastern Time, March 07, 2025.
The Government reserves the right to hold one-on-one meetings as a result of responses received from this RFI as part of its market research. Meetings may be held in particular with vendors who provide comprehensive responses to the questions posed.
