About this opportunity

The Department of Homeland Security (DHS) Office of Procurement Operations is seeking highly specialized technical contractor support services for its Office of the Chief Information Officer (OCIO) through the Architecture, Development, and Platform Technical Services (ADaPTS) 2.0 procurement. The contract aims to provide comprehensive IT support across multiple domains, including cloud computing, application development, technical requirements management, and enterprise IT services. Key objectives include implementing cloud-based services, maintaining service level agreements, supporting application integration, and ensuring compliance with federal information security standards. The evaluation will utilize a three-phase approach, with Phase 1 focusing on Top Secret Facility Clearance (pass/fail), Phase 2 assessing prior experience, and Phase 3 evaluating technical and management scenarios along with pricing. The final solicitation is scheduled for release on January 8, 2025, with Phase I quotes due January 22, and the government plans to conduct an industry engagement event to provide additional details.

The procurement will be structured as a Blanket Purchase Agreement (BPA) under GSA Multiple Award Schedule with potential partial set-aside for small businesses. DHS plans to make 4-6 BPA awards with an estimated total value of $640 million over five years. Current incumbent contractors include ECS Federal, LLC; Booz Allen Hamilton; Sevatec, Inc; and Techflow, Inc. The BPA will have five one-year ordering periods, and contractors must respond to at least 25% of all task order requests annually. Contractors will be required to provide labor rates across onsite, offsite, and remote work arrangements, with 69 distinct labor categories spanning roles from junior administrators to senior solution architects. The contract will support DHS headquarters platforms including ServiceNow, SharePoint, Dynamics, PowerPlatform, and various other enterprise technologies, with a focus on agile development, cloud services, and cybersecurity compliance.
