About this file

This is a slide deck from an Industry Engagement Event held on December 16, 2024, for the DHS Architecture, Development and Platform Technical Services (ADaPTS) 2.0 procurement. The event was hosted jointly by DHS Office of Procurement Operations (OPO) and Office of the Chief Information Officer (OCIO).

The procurement will be structured as a BPA with five one-year ordering periods, using a partial small business set-aside. Technical requirements include Architecture, Development, Engineering and Management Services (ADEMS), Solutions Development Portfolio and Information Management Services (SDPIMS), Enterprise Platform Management Support (EPMS), Agile Methods Team Technical Support Services, and Web Content Management as a Service (WCMaaS). The solicitation will use a three-phase evaluation approach: Phase I requires Top Secret Facility Clearance (mandatory down-select), Phase II evaluates prior experience and references (advisory down-select), and Phase III assesses technical/management scenarios and key personnel. The acquisition timeline shows final solicitation release on January 8, 2025, with Phase I quotes due January 22, Phase II in February, Phase III in April, and award planned for June 2025. The contract will use a mixture of T&M, Labor Hour, and FFP CLINs.

• Question 3: In addition to GSA MAS Special Item Number (SIN) 54151S for IT Professional Services, due to the wide-ranging scope of the BPA (i.e., Cloud Platform Engineer, Graphic Artist, etc.), would the Government consider allowing bidders to utilize additional SINs (518210 & 541511)?
