About this file
This is Attachment 2 - Management Scenario from an RFQ for the DHS ADaPTS 2.0 BPA, which presents a hypothetical scenario where a contractor has been awarded a Call Order to modernize a DHS application system. The scenario involves an application with data ingestion and visualization capabilities that is experiencing technical difficulties, increased downtime, poor user satisfaction, and significant technical debt from a previous cloud migration.
The scenario requires the contractor to address several key requirements: collaborating with technical teams on integration dependencies, engaging stakeholders to prioritize requirements, balancing resources between operational fixes and modernization needs, and ensuring service continuity. The document includes six specific prompts/questions focused on: approach for understanding system challenges, resource management strategies, work tracking system implementation, DHS IT enterprise integration planning, cybersecurity controls, and handling contractor performance issues. This scenario appears designed to evaluate vendors' management capabilities and approach to complex application modernization projects within the DHS environment.

Attachment 2 – Management Scenario
The DHS OCIO provides enterprise technical architectural planning and delivery of enterprise IT services. In addition, OCIO is the DHS lead for Cloud based computing, in the private, hybrid and public Clouds. OCIO manages multiple, unrelated IT projects in the design, development, testing and staging phases. OCIO seeks to provide innovative business solutions, lower costs through shared services, and reduce the time spent marketing for new capabilities. As the foundation for customer-centric service delivery, OCIO establishes a secure utility computing environment where innovation, re-use, and quality are core principles. Additionally, DHS needs to modernize several of its existing business applications to migrate off unsupported platforms and improve the efficiency of OCIO’s application delivery functions. OCIO’s intent is to build these applications based on a suite of reusable services.
DHS is embarking on changing its approach to enterprise level information technology. For most of its existence, DHS’s systems were built by siloed teams who operated these systems within the silos. DHS is now taking an enterprise approach and wants to integrate its application systems as well as reduce costs, complexity, and duplication of effort that currently exist in its environments.
In this management scenario, your company was just awarded a Call Order off ADaPTS 2.0 BPA, to modernize a DHS application system that supports both internal and external customers. The DHS application system has several core functions, including ingesting data sets and providing visualization of this data. Users experience continuous technical difficulties with this application. The DHS application system has significant technical debt from a poor cloud migration. Over the last several years, the application’s downtime has increased resulting in a decrease in user satisfaction. There is also a myriad of items in the backlog and the Government leads have struggled to prioritize changes to the application. When releases do happen, they are often riddled with bugs, or do not meet requirements. Outside of the email application, there is no tracking of work. Additionally, assistance from the help desk is limited. Please address the following requirements and prompts/questions in your response to a solution for this management scenario:
Requirement 1:
As described in the above management scenario, your company was just awarded an order to modernize a DHS application that supports both internal and external customers. In order to deliver the modernized application, you will be required to:
• Collaborate with other technical teams who share integration dependencies to the application
• Engage with internal and external stakeholders to elicit, deconflict, and prioritize data and capability requirements
• Balance resources to meet both immediate operational fixes and the application modernization requirements
• Ensure continuity of services without introducing loss or degradation of capability
• The quoter shall make the assumption that they will use same system as described in the Technical Scenario (Attachment 1).
Prompts/Questions:
1. What is your approach for engaging with DHS to understand the challenges with this application system? Please ensure your approach captures the programmatic and technical issues described above.
2. How will you manage resources to support operational needs (e.g., escalations, ad-hoc efforts, and on-going tasks) and reduce backlog without impacting project work schedules?
3. How would you implement a work tracking system and ensure buy-in from DHS employees in your recommended approach?
4. Describe your plan for integration with the DHS IT enterprise. What steps would you take to ensure your work integrates with the larger DHS ecosystem?
5. DHS has a primary role of responsibility for cybersecurity of civilian federal environments. Please describe your management controls to ensure that your efforts are secure and incorporate design principles.
6. In the event a contractor employee was not able to perform his/her duties and caused your team to fail in meeting SOW performance objectives, describe your actions to remedy the situation.
