About this opportunity

This Special Notice from the Defense Health Agency announces its intent to award a sole source contract to CliniComp International, Inc. for sustainment of its CliniComp EHR electronic health records system.

The Notice seeks to award a contract of up to six and one-half years to CliniComp International for hardware and software maintenance, parts replacement, technical support, system monitoring, repair, software updates, configuration assistance, and transition support for its proprietary CliniComp EHR system currently deployed at 64 Defense Health Agency medical facilities. Eligible contractors may request a copy of the solicitation, but are advised this will be an other than full and open competition award under FAR 6.3 due to CliniComp's exclusive ownership of the system. All responsible sources may nevertheless submit a capability statement or proposal for consideration, and the agency will post its Justification and Approval document within 14 days of contract award.

Notice text

The Defense Health Agency (DHA) intends to award a contract to CliniComp International, Inc., 9555 Towne Center Drive, San Diego, CA 92121-5549 on a noncompetitive basis for up to Six and one-half Years [six (6) months (base period) plus six (6) one-year options], for sustainment of CliniComp EHR (“Electronic Health Records”) [formerly Clinical Information System Essentris].  Services include hardware and software maintenance; parts & replacement equipment; technical and customer support; automated system monitoring; repair; software updates; configuration assistance; and cutover support to successor system(s).

CliniComp EHR, a modified Commercial off the Shelf (COTS) product, is a mission-critical comprehensive clinical documentation system in use by DHA’s Medical Treatment Facilities since 1988. The system is currently deployed at 64 sites and requires hardware and software maintenance with periodic information assurance evaluations.

CliniComp International, Inc. attests it does not license the right to install, operate, modify and/or maintain its EHR system or its software to any other business concern, public or private. It is the only source qualified and capable of performing the work at a reasonable price due to this proprietary ownership.

Firms not solicited under this requirement may request a copy of the solicitation, but are advised that the agency intends to authorize other than full and open competition under FAR 6.3.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.  A copy of the Justification and Approval will be posted no later than 14 days after contract award.
