About this opportunity

The Department of Veterans Affairs Veterans Health Administration at the LTC Charles S. Kettles VA Medical Center in Ann Arbor, Michigan has issued a Special Notice announcing their intent to award a sole source contract to Abbott Rapid Diagnostics Informatics for Point of Care Testing services. The procurement involves Remote Automated Laboratory Systems (RALS) Software Technology specifically designed for Hemoglobin A1C laboratory tests performed in the Primary Care Clinic. This software system allows healthcare providers to monitor and control point-of-care testing while posting patient test results directly to electronic patient records. The contract falls under NAICS code 541512 (Computer Systems Design Services) and PSC code DH10 (IT and Telecom Platform as a Service). The VA intends to negotiate directly with Abbott based on their unique qualifications as the original equipment manufacturer.

The primary objective of this procurement is to maintain and service specialized laboratory equipment and software that supports critical point-of-care testing capabilities at the medical center. Interested parties have until September 26, 2025, at 1:00 PM Eastern Time to submit responses to Michele.Bartelt@va.gov if they believe they can provide equivalent services. Any alternate vendors must demonstrate they are certified technicians capable of performing preventative maintenance on the equipment while adhering to NFPA, OSHA, ISO 9001:2008, and original equipment manufacturer standards. The VA justifies the sole source approach by citing Abbott's status as the OEM with proprietary software, certified technicians, and the ability to provide rapid repairs without voiding manufacturer warranties. Abbott currently has no certified third-party distributors authorized to service this equipment, making them the only entity capable of meeting the agency's technical requirements while maintaining compliance with accreditation standards.
