About this opportunity
The Department of Veterans Affairs is conducting a Sources Sought Notice to identify potential contractors capable of providing cable television services for the John D. Dingell VA Medical Center in Detroit, Michigan. The procurement seeks comprehensive satellite/cable television services including a minimum of 69 channels, semi-annual preventative maintenance on the entire television distribution system, and maintenance of at least 300 outlets monthly. Contractors must demonstrate capability to provide high-definition service equipment installation, emergency repair services with two-hour phone response and 24-hour on-site response times, and ensure compliance with federal regulations, NFPA, OSHA, and manufacturer standards. The procurement falls under NAICS code 516120 (Television Broadcasting Stations) with a $47 million size standard, and responses must include business information, contact details, SAM UEID number, business size designation, and socioeconomic status. All interested businesses must submit their responses by September 24, 2025, at 9:00 AM EST to Contracting Officer Cierra Joshua via email, with absolutely no phone calls permitted.
This opportunity does not utilize any set-aside designation and is open to both small and large businesses, though the VA is particularly interested in responses from service-disabled veteran-owned, veteran-owned, 8(a), HUBZone, and women-owned businesses to determine potential future set-asides. No incumbent contractors or current service providers are identified in the documentation, and no specific award values or budget ranges are disclosed in this market survey phase. The contract structure includes a base period of 12 months from the date of award plus four additional 12-month option years, creating a potential total contract duration of five years. Key performance requirements include maintaining 100% of system devices during preventative maintenance, ensuring equipment compatibility with VA channel modulators, and adhering to regular work hours of Monday through Friday, 7:00 a.m. to 3:30 p.m. EST. The contractor will be responsible for parts replacement, signal quality maintenance, and professional installation of distribution cables with minimal disruption to medical center operations.
