A breach of contract on the part of a contractor shall have the same consequences for the contractor for purposes of future contracting with the Spanish government as would occur with a breach of a contract with the Spanish public administration.” and (5) " Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements".
