About this opportunity

The Defense Finance and Accounting Service (DFAS) is seeking to procure a 3-Wheel Electric Forklift through a Request for Quotation (RFQ) with solicitation number HQ042325QE058. The procurement is structured as a base year contract with four additional option years, with DFAS intending to purchase one forklift per year. The solicitation follows a Lowest Price Technically Acceptable (LPTA) evaluation method, where technical and past performance will be approximately equal to cost considerations. Vendors must submit their quotes by May 30, 2025, at 11:00 AM EDT, with questions accepted until May 21, 2025, at 12:30 PM EST. The contract will be awarded by the DFAS Contract Services Directorate located in Columbus, Ohio, and is classified under NAICS code 333924 for Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing.

The forklift procurement has specific technical requirements, including a 3,000 lbs lifting capacity and a 36V electrical system, with delivery required within 30 calendar days of award. While initially announced as having no set-aside, Amendment 1 indicates the solicitation is now set aside for Women-Owned Small Business (WOSB) with a size standard of 900 employees. The place of performance is located in Lawrence, IN 46226, and the procurement allows for price adjustments in future option years to account for factors like inflation. Each forklift must be fully assembled and delivered to the DFAS Indianapolis Warehouse, with specifications including additional features like rear view mirrors and LED strobe lights. The contract will be awarded under full and open competition, with firms expected to provide firm-fixed pricing for each forklift and demonstrate flexibility in initial lead times.

Question 1: I noticed that the delivery date is listed as 30 days ARO. If my internal lead time happens to be longer than this, would that make my bid non-compliant, and you would not be able to keep my bid for consideration?

No- a longer lead time is acceptable for the first base year if necessary and this has been updated on the RFQ. All additional option years will be a 30 Calendar Days from Date of Award but there will be a timeline provided for planning.

Question 2: “Regarding RFQ HQ042325QE058, I noticed that the pricing sheet SF1449 includes slots for future pricing under CLINs 1001, 2001, 3001, and 4001. Could you please confirm whether price adjustments are permitted for factors such as inflation, tariffs, or standard annual increases?”

This is acceptable and permitted.

Question 3: “We need to know if lifting capacity spec is off of 3 point or loader and if on loader at full height and where is it to be calculated, At pins”
