About this opportunity
The Defense Finance and Accounting Service (DFAS) is seeking a contractor to provide onsite shredding services at its Indianapolis, Indiana location. The solicitation requires a vendor to collect, shred, and dispose of sensitive government documents and materials in compliance with multiple privacy regulations, including the Privacy Act of 1974 and the Gramm-Leach-Bliley Act. The contract will require the successful bidder to provide 95-gallon shred bins and perform biweekly document destruction services that include cross-cut shredding of paper, CDs, diskettes, and microfilm. The procurement will be awarded using a Lowest Price Technically Acceptable (LPTA) methodology, with quotes due by 11:00 AM ET on March 7, 2025. Potential vendors must submit questions about the solicitation by March 3, 2025, and quotes must remain valid for 60 days after submission.
The contract is designated as a 100% Small Business Set-Aside under NAICS code 561990, with a size standard of $16.5 million. The period of performance includes a base year from March 14, 2025, to March 13, 2026, with four potential one-year option periods that could extend the contract through March 13, 2030. The service will cover two locations in Indianapolis: the main DFAS facility at 8899 East 56th Street and a warehouse at 3250 North Post Road, with approximately 30 bins to be collected biweekly. Contractors must provide certificates of destruction after each service and use vehicles with locking capabilities and watertight design. The solicitation allows for both open market and GSA schedule quotes, and the contractor will not require security clearance or building access, as DFAS staff will stage bins at the loading dock for pickup and destruction.
