About this opportunity

The U.S. Army Corps of Engineers (USACE) Baltimore District is seeking a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) delivery order contract for dewatering polymer to support the Washington Aqueduct's water treatment operations. The contract will supply liquid polyacrylamide polymer used in water treatment processes serving approximately one million residents in Washington, D.C. and Northern Virginia. Qualified chemical manufacturers and suppliers are invited to submit responses to the Sources Sought Notice, with submissions limited to 10 pages and due by 1:00 PM EST on February 19, 2025. Respondents must demonstrate compliance with NSF/ANSI Standard 60 and ANSI/AWWA Standard B453, and provide detailed information including company background, past performance, quality control processes, and small business status. The evaluation will focus on technical capability, quality assurance, and potential for small business participation.

The procurement does not have a specific small business set-aside, but the government strongly encourages participation from small business categories including 8(a), HUBZone, SDVOSB, VOSB, WOSB, and SDB firms. The contract has a five-year ordering period with an estimated annual quantity of 270,000 pounds of neat product, with a total contract maximum of 1,350,000 pounds and a minimum of 46,000 pounds over the contract term. The NAICS code for this opportunity is 325199 (All Other Basic Organic Chemical Manufacturing) with a size standard of 1,250 employees. Deliveries will be made in bulk via dedicated tank trucks to the Dalecarlia Water Treatment Plant, with routine delivery windows between 0700-1400 hours Monday through Friday. The polymer must meet specific technical requirements, including 40-42% active polyacrylamide content, high charge cationic polyacrylamide emulsion type, and maximum 167 ppm residual acrylamide monomer.
