About this opportunity

The National Park Service (DOI) is seeking proposals for a road construction project at Delaware Water Gap National Recreation Area, located in Pennsylvania and New Jersey. The project involves pavement improvements along Old Mine Road, specifically between Mile Markers 26.4 and 26.7 and between Mile Markers 29.6 and 32.4. Work will include full depth reclamation of existing pavements, resurfacing parking areas, replacing drainage pipes, rehabilitating ditches, and installing guardrails, signage, and pavement markings. The procurement will be a negotiated firm-fixed price contract, with the government evaluating technical capability in comparison to price. The proposed solicitation is estimated to be issued around March 30, 2025, though the exact proposal receipt date remains undetermined.

This procurement is designated as a Total Small Business Set-Aside, with a size standard of $45 million for NAICS code 237310. Small businesses, including Small Disadvantaged Businesses and HUBZone firms, are encouraged to submit offers. The estimated contract value ranges between $5 million and $10 million, with a performance period from the date of award through December 19, 2025, or within 245 days. Potential contractors must have an active registration in the Systems for Awards Management (SAM) and a DUNS number. While currently an unfunded requirement, there is a high expectation that funds will become available, at which point a contract will be awarded. Interested vendors are advised to periodically check the Federal Business Opportunities website for updates and amendments.
