About this opportunity
Naval Facilities Engineering Systems Command Mid-Atlantic (NAVFAC MIDLANT) is seeking industry interest for the potential development of 11.5 acres of land located on Ray Street at Naval Station Great Lakes, Illinois, through a Request for Interest (RFI). The Department of the Navy is exploring out-grant opportunities where interested entities would provide In-Kind Consideration (IKC) as defined under 10 U.S.C. 2679(f) in exchange for development rights to the property. Key requirements include that all consideration must be provided as IKC, which may encompass contributions toward maintenance backlogs, infrastructure improvements, facility sustainment, utilities, or Morale, Welfare, and Recreation (MWR) enhancements that align with installation priorities. The Navy has expressed preferences for data centers, energy utilities, light industrial applications, and hospitality/commercial mixed-use developments. Responses to this RFI are due by 2:00 PM EST on June 23, 2025, and respondents must provide detailed information about their organizational qualifications, development concepts, operational strategies, and specific IKC proposals.
This opportunity does not include any set-aside designations and no current contractors or incumbents are identified in the documentation. The property consists of three distinct parcels: a 2.2-acre vacant southern parcel, a 6.2-acre central parcel containing three existing buildings that formerly housed Naval Facilities Engineering Command operations, and a 3.1-acre northern parcel currently utilized as an RV parking lot for military personnel recreation. No specific award values or budget ranges are disclosed, as the arrangement would be structured around in-kind contributions rather than monetary payments. The RFI serves as a market research tool to assess industry interest and capabilities, with the Navy clarifying that this process does not constitute a commitment to issue future solicitations. Responses can be submitted either via hardcopy mail to NAVFAC MIDLANT's Commanding Officer in Norfolk, Virginia, or through electronic submission, with the government planning to use gathered information to determine the most effective development approach for the 11.5-acre site.
