REQUEST FOR INTEREST
Naval Station Great Lakes Ray Street Corridor
Naval Facilities Engineering Systems Command, Mid-Atlantic April 23, 2025
1. AUTHORITY
Pursuant to existing real estate authorities, the Department of the Navy (DON) is considering the utilization of non-excess real property at Naval Station Great Lakes (NSGL), Great Lakes, Illinois, under authority of Title 10 U.S.C. 2667 (Leases: non-excess property of military departments and Defense Agencies), 10 U.S.C. 2869 (Exchange of property at military installations), or 10 U.S.C. 2668 (Easements for rights-of-way). Title 10 U.S.C. 2667 allows military departments to out lease land or facilities to a private or public entities on a long-term basis in exchange for in-kind consideration (IKC). Title 10 U.S.C. 2869 permits the conveyance of real property, including improvements, in exchange for real property, installation-support services (as defined by 10 U.S.C. 2679(f)), or new facilities or improvements to existing ones. The DON has specific preferences for the use of IKC, including but not limited to, roof repair, HVAC maintenance/repair, road and parking lot paving, building envelope repair, and pump station replacement/modernization. Title 10 U.S.C. 2668 enables the DON to grant easements for rights-of-way, allowing land use for specific purposes. While these authorities provide a framework, the DON is open to considering other innovative responses and development concepts that may better align with its objectives.
2. SUMMARY
2.1. DESCRIPTION
Naval Facilities Engineering Systems Command Mid-Atlantic (NAVFAC MIDLANT), in support of the DON, is seeking information from interested entities regarding potential development, improvement, or utilization of up to 11.5 acres of land, with public road access, located at NSGL in Great Lakes, IL (“Premises”), as shown in Attachment 1 General Maps.
Respondents should be interested in engaging with DON in an out-grant in exchange for IKC.
All consideration for the rights granted under an Agreement must be provided in the form of IKC, as defined in 10 U.S.C. § 2679(f). This may include contributions toward the existing backlog of maintenance and infrastructure requirements, facility sustainment, utilities, Morale, Welfare, Recreation (MWR) improvements, or the preferences listed in Section 3.6 that comply with installation priorities. The DON invites industry respondents to complete and submit a response to this Request for Interest (“RFI”) detailing proposed redevelopment plans or other ideas/concepts for the subject property no later than 2:00 PM EST on Monday June 23, 2025. Industry respondents may engage with the Government regarding the Prim via written inquiries and their formal RFI response. The processes for submitting inquiries and RFI responses are outlined below. The DON will use the information gathered from this RFI to assess potential courses of action and determine the most effective way forward. The DON will not release or publicly use responses marked “proprietary information.”
2.2. REQUEST FOR INTEREST
This RFI serves as a market research tool to assess the availability, capacity, and level of interest from potential business sources to support the DON’s planning and decision-making process. The purpose of this RFI is to gather industry insights in a formal, structured, and equitable manner, which will help the DON consider whether to issue a Request for Proposal (RFP) or further solicitation in the future. This is not a RFP or a promise to issue an RFP or any other solicitation type in the future. The DON is not seeking formal proposals at this time. Instead, the Navy requests feedback on all relevant aspects outlined in this RFI to help inform a potential future solicitation release. Specific feedback items are requested at the end of this RFI.
This RFI does not represent a specific requirement, nor does it guarantee the generation of a new requirement. The DON reserves the right to cancel this RFI at any time. All costs associated with responding to this RFI are solely and exclusively at the respondent’s responsibility. Should the information provided in this RFI not fully address your requirements, please inform us of any additional insights or recommendations that would better meet your objectives. The DON may be able to adjust to meet a requirement, but additional information will be needed. All responses received will be considered proprietary and not publicly disclosed. Failure to respond to this RFI will not preclude participation in any future solicitation.
3. CONSIDERATIONS
3.1. HISTORY
NSGL, located in Great Lakes, Illinois, is home to the U.S. Navy’s largest training installation and serves as the cornerstone of naval readiness. It is home to the Recruit Training Command (RTC), the Navy’s sole bootcamp for enlisted personnel, where over 38,000 recruits undergo training annually. Since its establishment in 1911, NSGL has trained more than two million Sailors, shaping the future of the fleet and ensuring operational readiness. Beyond basic training, NSGL houses several technical schools and training centers, providing advanced technical instruction to enlisted personnel, equipping them with the specialized skills necessary for modern naval operations. As a key component of the Navy’s training infrastructure, NSGL plays a critical role in preparing the next generation of Sailors to meet the evolving demands of naval warfare.
3.2. PROJECT OBJECTIVES
DON’s intention for the Premises is to make it available for use by interested parties. Like many DON installations, NSGL faces challenges related to aging infrastructure, resource constraints, and delayed Military Construction (MILCON) funding. To address these challenges and enhance installation readiness, NSGL is exploring potential partnerships with public or private entities. The goal is to identify the highest and best use value opportunities to better utilize select parcels, maintaining NSGL as a modern, mission ready installation that supports the Navy’s long-term operational needs.
3.3. SITE LOCATION
a. PREMISES: The Ray Street Corridor is located at 2016 Ray Street, Great Lakes, IL 60088, within the City of Great Lakes, Illinois as shown in Attachment 1.
b. PARCEL DESCRIPTION: The site consists of three (3) parcels totaling 11.5 acres and currently includes two (2) parking lots and three (3) buildings used for office and storage space. The site is currently divided into three (3) distinct areas:
i. Parcel 1 (South) - 2.2 Acres (Vacant): Undeveloped land, occasionally used by the installation fire department for controlled burn training. Available for development.
ii. Parcel 2 (Central) – 6.2 Acres: Contains three (3) existing buildings currently in active use. This parcel is not immediately available for development at this time.
1. Building 2016: 27,264 square feet (Office Space)
2. Building 2017: 1620 square feet (Storage Space)
3. Building 8301: 2805 square feet (Storage Space)
iii. Parcel 3 (North) - 3.1 Acres: Currently used as a MWR RV Parking lot. This parcel is not immediately available for development at this time.
iv. Additional Considerations
1. All three (3) buildings in Parcel 2 are currently in use and cannot be immediately vacated or demolished.
2. Relocation of Navy equipment and assets is required prior to any turnover
3. Any response involving relocation of existing functions must specify what support, resources, or access would be needed from the DON to accomplish relocation. (see Section 3.4 – Relocation Requirements)
3.4. RELOCATION REQUIREMENTS
To support redevelopment while maintaining operational continuity, interested respondents should provide input on the feasibility of relocating existing functions to an alternative site. Responses should specify what support, resources, or access would be needed from the DON to accomplish relocation and accommodating the square footage and functions of Buildings 2017 and 8301. The DON is open to creative solutions and flexible approaches to address these requirements, whether by relocating these functions to another area of the installation or incorporating them into the proposed development. A single Pre-Engineered Building (PEB) may be considered, provided it supports storage and operational needs while ensuring efficient space division and the continued use of Navy equipment and assets prior to turnover.
a. Relocation Considerations
i. Buildings 2017 and 8301 must be relocated before turnover. Respondents may propose solutions that either integrate these functions into the proposed development or relocate them elsewhere on Navy-owned land.
ii. The DON is open to considering the relocation of buildings 2017 and 8301 to the northern or southern parcel, including along the north or south parcel border, or another suitable site. If another site is necessary, the size requirements for constructing a suitable replacement would need to be identified.
iii. Existing storage and operational functions must be replaced with adequate facilities that meet current mission needs.
iv. The DON is open to considering relocation options for the RV parking area by using a well-planned response to assess the feasibility and strong need for this space.
v. All three (3) buildings in Parcel 2 are currently in use and cannot be immediately vacated or demolished.
b. Installation Needs
i. The Navy is seeking industry input on relocation solutions that can replace the support storage functions, meeting the following criteria:
1. Space Requirements: Accommodate approximately 1,620 square feet and 2,805 square feet of storage and operational functions.
2. Division of space: Provide adequate facilities to accommodate separate storage needs as currently utilized
3. Infrastructure Needs:
a. Hazardous Material (HAZMAT) Storage
b. Power and HVAC Capabilities
c. Site Visit
i. If respondents are interested in utilizing other Navy-owned land, for potential relocation they may express interest by contacting the designated Point of Contact (POC) listed in Section 3.8.
a. Site visits may be coordinated based on overall respondent interest and feasibility as determined by the Navy.
3.5. PARCEL USE PREFERENCES
The following overall preferences for the Ray Street Corridor, are based on mission requirements, impacts to the commands involved, and the DON’s objective to achieve the highest and best use value of property. While these are the most preferred uses, the DON will consider other uses compatible with the location’s requirements.
a. Data Center
b. Energy Utilities
c. Light Industrial
d. Hospitality and Commercial/Mixed Use
3.6. BUSINESS OPPORUNITY
Responders to this RFI should be interested in operating, maintaining, and redeveloping the Premises for the term of any real estate agreement, in compliance with applicable federal, state, and local laws and regulations. Responders should have a plan to provide IKC to the DON of not less than the Fair Market Value (FMV). NSGL’s preferred forms of IKC are listed below; however, the DON remains open to alternative services that the respondent may be able to provide in a more cost-effective or mission-enhancing manner. Consideration should be given to the relocation of building 2017 and 8301 and, if required for redevelopment, the relocation of the MWR RV parking lot within parcel 3 as part of the overall response.
a. Roof Repair
b. HVAC Maintenance/Repair
c. Road and Parking Lot Paving
d. Building Envelope Repair
e. Pump Station Replacement/Modernization
3.7. ENVIRONMENTAL
If the Government proceeds with issuing an RFP for the use of the property, information concerning the environmental condition of the property will be made available at that time.
There will be an opportunity for the selected offeror to complete additional Environmental Studies at their own expense.
3.8. SITE VISIT
The DON does not currently intend to host a site visit during the RFI stage. However, if it is determined that sufficient market interest exists and the RFI progresses to a formal Request for Proposal (RFP), the DON may arrange a site visit or industry day based on interest.
Respondents who wish to express interest in a potential site visit are encouraged to contact the Point of Contact (POC) by e-mailing: derek.a.crute2.civ@us.navy.mil before June 23, 2025, at 5:00 PM EST.
