About this opportunity

The National Institute on Aging intends to award an indefinite delivery/indefinite quantity contract to develop, maintain and distribute a standing colony of aged laboratory mice for aging research. Key requirements include maintaining genetically defined mice in controlled barrier environments, monitoring health status and genetics, developing breeding colonies, operating aging colonies, shipping mice to researchers, and providing regular reporting. Interested parties should monitor SAM.gov in January 2022 for the full solicitation, which will utilize full and open competitive procedures under FAR Part 15.

There is no set-aside designation. The NAICS code is 112990 and the work involves developing and maintaining a multigenotypic aged mouse colony. The incumbent contractor is Charles River Laboratories. The contract is for approximately $10 million over a 10-year ordering period beginning September 2022, with task orders issued in accordance with NIH appropriations and an anticipated level of effort ranging from 2 to 43 full-time employees per year.

PRESOLICITATION NOTICE

“Development and Maintenance of a Multigenotypic Aged Mouse Colony”

The National Institute on Aging (NIA), National Institutes of Health (NIH), Department of Health and Human Services (DHHS) intends to re-compete a requirement currently being performed by Charles River Laboratories under NIA Contract HHSN271201600001I. This procurement is being competed under full and open competitive procedures under Federal Acquisition Regulation (FAR) part 15.  The NAICS Code is 112990. It is anticipated that a single Indefinite Delivery/Indefinite Quantity (IDIQ)  type contract will be awarded for a 10-year ordering period beginning on or about September 30, 2022, with an anticipated level of effort of approximately 2 FTEs in year 1, 18 FTEs in year 2, 40 FTEs in year 3, 43 FTEs in each of years 4-7, 39 FTEs in year 8, 31 FTEs in year 9, and 20 FTEs in year 10, to develop, maintain and distribute a standing colony of aged, genetically defined laboratory mice for use by investigators in studies of aging. The estimated effort is inclusive of effort proposed by any subcontractors or consultants. This colony is to be developed and maintained within controlled and defined barrier environments where animals are monitored and characterized for disease status and markers of genetic purity.

Background:

Current and projected experiments using rodents to model the aging processes and age-related diseases in humans require animals of defined genotype and controlled environmental and health status. Only with the meticulous, long-term control of genetic and environmental variables is it possible to maintain relevant animal models that may be used to study many of the biological and behavioral processes in aging. Therefore, a continuous supply of genetically defined, well characterized inbred and hybrid laboratory animals is essential for a program of research on aging.

Project requirements:

Refer to the attached Statement of Work.

Anticipated period of performance:

10-year ordering period beginning on or about September 30, 2022. Task orders may be issued in accordance with availability of NIH appropriations.

Other Important Information:

This is not a Solicitation and the Government is not committed to award a contract pursuant to this announcement.

The proposed acquisition was previously publicized under small business sources sought notice HHS-NIH-NIDA-SSSA-75N95021R00051.
