About this opportunity

The Federal Highway Administration (FHWA) is seeking a Firm-Fixed Price Contract to develop pedestrian realistic artificial datasets (RADs) for roadway planning and safety research. The contract aims to create comprehensive datasets of pedestrian volumes across various roadway types, with a specific focus on utilizing potential artificial intelligence methodologies to generate these datasets. The primary objective is to support the development of crash modification factors and improve pedestrian facility planning through advanced data collection and analysis techniques. The solicitation will be released approximately 15 days after the pre-solicitation notice, with vendors having 45 days to submit proposals. The contract will be competed as a full and open competition, meaning all qualified vendors can participate.

The pre-solicitation notice does not indicate any specific set-aside designations or preference categories for this opportunity. The contract falls under NAICS category 541715 for Research and Development in Physical, Engineering, and Life Sciences, with a specific PSC code of AS12 for Transportation R&D Services. While specific budget ranges are not disclosed in the notice, the contract is structured as a Firm-Fixed Price procurement, suggesting a predetermined budget for the project. The opportunity is targeted at research and engineering firms with capabilities in data generation, artificial intelligence, and transportation safety analytics. Interested vendors should carefully review the full solicitation when released, which will provide comprehensive details about submission requirements, evaluation criteria, and specific technical specifications for the pedestrian dataset development project.
