About this opportunity

The Federal Highway Administration (FHWA) is soliciting proposals for developing Pedestrian Realistic Artificial Datasets (RADs) through a full and open competition. The agency seeks a contractor to create standalone pedestrian count datasets or software capable of generating realistic pedestrian volume data across different roadway types. Key contract objectives include conducting a comprehensive literature review, identifying data gaps in pedestrian research, developing use cases demonstrating the utility of the datasets, and marketing the results to stakeholders like State DOTs and researchers. The evaluation will use a best-value trade-off approach, with technical capability weighted most heavily, followed by past performance and price. Offerors must submit two-volume proposals by April 25, 2025, at 1:00 PM ET, with questions due by March 5, 2025, and the government intends to award a single contract potentially without further discussions.

The solicitation has no specific set-aside designation and does not identify an incumbent contractor. The estimated contract value is approximately $400,000, with a firm-fixed-price structure and a 30-month period of performance. The contract falls under NAICS category 541715 for Research and Development in Physical, Engineering, and Life Sciences, with a size standard of 1,000 employees. The deliverables will be Windows-compatible and target researchers with statistical software access, focusing on generating pedestrian count data that can potentially define Collision Modification Factors (CMFs) for specific locations. While no specific geographic performance location is mandated, the work will be primarily conducted electronically, with potential delivery platforms including MS Office suite tools, GitHub, or SourceForge.
