This pre-solicitation notice is currently in draft form and is being issued for industry feedback and planning purposes only, with an official Request for Proposal (RFP) anticipated to be published in late January or early February 2026. The contract will be structured as a firm-fixed-price service contract under NAICS code 561612 (Security Guards and Patrol Services), with a small business size standard of $17 million maximum. Interested parties must submit voluntary feedback by the January 5, 2026 deadline to DCRWest@ice.dhs.gov with "NWIPC Presolicitation Response" in the subject line, though no proposals are currently being requested and no monetary compensation will be provided for responses.

The solicitation includes no set-aside designations and involves no identified incumbent contractors. The contract will provide detention services for approximately 1,635 detainees (1,485 males and 150 females) across all security levels, with the facility required to maintain National Detention Standards (NDS) 2025 compliance, American Correctional Association (ACA) accreditation, and Prison Rape Elimination Act (PREA) standards. The base contract period is anticipated to run from March 28, 2025 through March 27, 2027, subject to change based on source selection progress, with a one 12-month option period included. Small business subcontracting goals are set at 39% small business participation, with additional targets of 5% small disadvantaged business, 3% HUBZone, 5% service-disabled veteran-owned, and 5% women-owned small business. Armed transportation services throughout Washington and Oregon are included as part of the scope, and the facility must be capable of providing 24/7 secure detention services with medical, mental health, legal, recreational, and administrative support functions.
