About this opportunity
The Department of the Air Force Global Strike Command seeks destruction services for information technology equipment and other materials at Whiteman Air Force Base, Missouri, with proposals due August 18, 2026 at 1300 CST. The procurement is a Total Small Business set-aside issued as a Request for Quote.
Place of performance is Whiteman AFB, MO 65305. The period of performance runs September 1, 2026 through February 1, 2027. The contractor will receive approximately 15 steel 55-gallon drums and 6 tri-wall boxes of sealed material for destruction via disintegration, incineration, or smelting such that materials are rendered completely unrecognizable, indistinguishable, and permanently nonfunctional. Materials include IT equipment (hard drives, computers, servers, networking equipment, peripherals), paper products, composite materials, and film products.
The contractor must obtain and maintain active accreditation as an approved destruction facility from the Air Force Office of Special Investigations (AFOSI) with valid Special Projects Program Security Officer approval, or equivalent Department of War or military Special Access Program Control Office (SAPCO) authorization. Hardware is associated with Special Access Programs and requires TS//SAR-accredited Special Access Program Facility status with AFOSI approval; a standard Secret Facility Clearance is insufficient. Destruction must occur via closed-container witness process with continuous on-site verification by authorized Whiteman AFB personnel. Destruction methods must comply with NSA Equipment Preference List standards, requiring disintegration of data-bearing components to nominal 2mm particles; manual disassembly and physical disintegration or incineration/smelting are acceptable if authorized under the contractor's AFOSI accreditation. Destruction may occur on-site using mobile equipment or off-site at the contractor's permanent accredited facility. The contractor must provide joint certificates of destruction signed by government witnesses. Personnel security clearances are not required; continuous government escort will be provided throughout operations. Post-award, the awardee must complete CMMC Level 1 Self-Assessment if not already completed. The NAICS code is 562211 (Hazardous Waste Treatment and Disposal); PSC is S222. Small business size standard is $47 million. The government intends award without discussions but reserves the right to request clarifications. Service Contract Act wage rates apply per WD #2015-5089 for Missouri.
