About this file

This document is a Questions and Answers (Q&A) file addressing technical and operational requirements for a federal IT Asset Disposition (ITAD) and hardware destruction contract at Whiteman Air Force Base.

The procurement requires offerors to possess valid AFOSI Special Projects (PJ) Program Security Officer approval, or equivalent authorization from the Department of War or military department Special Access Program Control Office (SAPCO), for any facility where physical destruction occurs. The Government does not maintain a public approved-facility list; offerors must submit current, valid AFOSI PJ approval documentation with their proposal for verification. Subcontracted destruction facilities are acceptable provided they hold separate, valid accreditation covering that specific facility. The hardware scheduled for destruction is associated with Special Access Programs (SAPs), requiring TS//SAR-accredited Special Access Program Facility (SAPF) status with AFOSI PJ approval; a standard Secret Facility Clearance is insufficient. All required facility accreditations must be active and verifiable at proposal submission due to critical mission timelines. Personnel security clearances are not required for vendor staff, as continuous Government courier/escort will be provided throughout destruction operations.

Destruction methods must comply with NSA Equipment Preference List (EPL) standards, requiring disintegration of data-bearing components to nominal 2mm particles. Crushing or shearing alone is insufficient unless equipment reaches 2mm particle size; incineration or smelting is likely required for hard disk drives as no approved destruction devices are currently manufactured. Manual disassembly followed by physical disintegration of all data-bearing components (SSDs, memory chips, motherboards, system boards) to 2mm particles is compliant if authorized under the offeror's AFOSI PJ destruction approval. Non-data-bearing components may be recycled. All film-based media (microfiche, cassette tapes, film rolls) require 2mm disintegration; paper products are excluded as the Government destroys them internally. Destruction may occur either on-site at Whiteman AFB using mobile, self-powered equipment or off-site at the contractor's permanent accredited facility, provided the chosen method is fully covered under valid AFOSI PJ or SAPCO accreditation. Any facility performing smelting or incineration, including subcontractor locations, must hold active accreditation explicitly authorized in the submitted documentation. Post-award, only CMMC Level 1 Self-Assessment (self-reported via SPRS) is required; third-party C3PAO audits are not required. The Government will provide applicable DOL Wage Determination rates. Administrative documentation may exceed the three-page submission limit without disqualification.

1. What specific AFOSI accreditation or approval documentation satisfies this requirement?

Answer: The approval must be from an AFOSI Special Projects (PJ) Program Security Officer (PSO). Alternatively, approvals could come from the Department of War Special Access Program Control Office (SAPCO) or a military department SAPCO (e.g., Department of the Air Force (DAF) SAPCO).

2. Is there an approved-facility list or AFOSI point of contact through which a vendor can verify a facility's current approval status?

Answer: The Government does not maintain a publicly releasable approved-facility list. Offerors must submit their current, valid AFOSI PJ approval documentation with their proposal. The Government will verify the validity directly with AFOSI PJ.

3. May the prime contractor utilize a subcontracted destruction facility that possesses the required AFOSI approval, or must the prime contractor itself own and operate the accredited facility?

Answer: The primary requirement is that the physical facility where destruction occurs holds a valid AFOSI PJ accreditation/approval for destruction. Subcontracted facilities are acceptable provided that valid, current approval documentation specifically covering that facility is submitted with the proposal.

4. If a subcontractor's approved facility is acceptable, should proof of that facility's AFOSI approval be included with the prime contractor's quotation?

Answer: Yes, proof of valid AFOSI PJ approval for the proposed destruction facility (whether owned by the prime or subcontractor) must be included within the proposal. Technical acceptability is contingent upon verifying this capability at the time of evaluation.

5. What level of security classification is required for this potential project?

Answer: Personnel security clearances are not required for vendor staff, as continuous Government courier/escort personnel will be provided. However, the destruction facility itself must possess the required AFOSI PJ (or SAPCO) approval, and the facility's physical security posture must support continuous visual monitoring and escort by Government personnel through to the final destruction state.

6. To maximize competitive participation from fully cleared, small business ITAD specialists while meeting the strict security standards of the 509 BW/APO, will the

Government consider amending the solicitation to permit offerors to submit alternative proof of facility and operational readiness (such as an active SECRET Facility Clearance [FCL], DLIS Certification #0051653, and NSA/CSS EPL-listed equipment) with their quote, with final AFOSI approved facility accreditation to be completed post-award during the transition-in phase prior to the commencement of physical destruction services?

Answer: The hardware scheduled for destruction is associated with Special Access Programs (SAPs). A Secret Facility Clearance (FCL) is insufficient. The requisite FCL would be a TS//SAR-accredited Special Access Program Facility (SAPF) with AFOSI PJ approval for all utilized NSA EPL-listed equipment. Due to critical mission timelines, all required facility accreditations and/or destruction approvals must be active and verifiable at the time of proposal submission.

7. In alignment with the Department's July 13, 2026 program suspension, will the Government confirm that only a CMMC Level 1 or Level 2 Self-Assessment (self-reported via the Supplier Performance Risk System [SPRS]) will be required of the awardee post-award, and that third-party C3PAO audits or certifications are not required for this procurement?

Answer: Yes, only a CMMC Level 1 Self-Assessment is required of the awardee post-award.

8. Will the Government provide the applicable DOL Wage Determination (e.g., for Johnson County, MO) or specify the equivalent federal hire monetary wage and fringe benefits rates to ensure all offerors can calculate accurate and compliant labor pricing?

Answer: Yes, please see new attachment.

9. Will the Government confirm that degaussing magnetic media on-site using an NSA-approved high-capacity degausser (such as a Data Security LM-4 or LM-1) under continuous government line-of-sight witnessing, followed by physical crushing or shearing on-site, constitutes a compliant final destruction event, thereby eliminating any requirement to physically transport magnetic media to an off-site commercial incinerator or smelting plant?

Answer: Crushing or shearing procedures only constitute a compliant final destruction event if the equipment is disintegrated to 2mm particles. Otherwise, physical incineration or smelting is required. Per the NSA EPL, there are currently no longer any approved devices being manufactured for HDD destruction which means incineration or smelting is likely required. Any deviations or alternative methods must be explicitly authorized within the offeror's pre-existing AFOSI PJ (or SAPCO) destruction approval documentation.

10. Will the Government confirm manually disassembling bulky hardware systems down to the component level on-site by cleared technicians, followed by the direct physical disintegration of all internal data-bearing components (such as solid-state drives, memory chips, motherboards, and system boards) to nominal 2mm particles, satisfies the disintegration requirement for these hardware categories?

Answer: Manual disassembly down to the component level followed by physical disintegration of all data-bearing components (SSDs, memory chips, motherboards, system boards) to 2mm particles is compliant, provided these specific procedures are authorized under the offeror's active AFOSI PJ (or SAPCO) destruction approval.

Non-data-bearing components, such as bare metal chassis and enclosures, may be recycled.

11. Will the Government confirm that feeding classified or sensitive materials directly into the secure, closed feed hopper or chute of a self-powered mobile destruction truck, where the entire physical disintegration process takes place inside a secure enclosure, fully satisfies the 'closed container witness destruction' requirement?

Answer: Whether a mobile destruction truck's closed feed hopper satisfies the 'closed container witness destruction' requirement is contingent upon the specific terms of the offeror's AFOSI PJ (or SAPCO) approved destruction plan. The offeror must demonstrate that their approved security documentation permits this specific methodology.

12. Are non-electronic alternative materials (such as paper and film products) strictly subject to the nominal 2mm physical disintegration standard, or is standard secure commercial shredding (such as DIN 66399 Level P-4 or cross-cut shredding) acceptable for these specific material categories?

Answer: No paper products are included in the scope of this effort, as the Government destroys these materials internally. All film-based media (e.g., microfiche, cassette tapes, film rolls) strictly require physical disintegration to the nominal 2mm standard.

13. To enable the submission of complete and detailed technical narratives, does the 3-page limit exclude administrative documentation such as cover letters, company certifications (ISO, R2v3), facility clearance (FCL) proof, and past performance sheets? Alternatively, would the Government consider extending the maximum page limit to 5 pages?

Answer: While the maximum page limit is intended to minimize unnecessary administrative volume, submissions will not be disqualified if the administrative documentation exceeds the three-page threshold.

14. Will the Government clarify whether the physical destruction services must be performed on-site at Whiteman AFB (using mobile, self-powered destruction equipment) or off-site at the contractor's permanent accredited facility?

Answer: Either on-site destruction (utilizing mobile, self-powered equipment) or off-site destruction (at the contractor's permanent facility) is acceptable, provided the chosen method and location are fully covered under a valid AFOSI PJ (or SAPCO) accreditation.

15. Is the contractor permitted to utilize a specialized third-party subcontractor to perform the smelting or incineration phases, and if so, must that subcontractor's physical facility hold a separate, independent AFOSI accreditation, or is it sufficient that the prime contractor's primary processing facility holds AFOSI accreditation?

Answer: Any facility where physical destruction (including smelting or incineration) takes place must hold an active accreditation. The submitted AFOSI PJ (or SAPCO) documentation must explicitly cover and authorize all physical locations utilized in the destruction process, including those of any subcontractors.
