About this file

This is a Performance Work Statement for destruction services of information technology equipment and other materials required by the 509th Bomb Wing Advanced Programs Office at Whiteman Air Force Base, effective 10 June 2026.

The contractor must provide destruction services for hazardous and non-hazardous materials using disintegration, incineration, or smelting methods that render materials completely unrecognizable, indistinguishable, and permanently nonfunctional. Destruction must occur through a closed container witness process with continuous on-site verification by authorized Whiteman AFB personnel from material delivery through final destruction. The contractor must obtain accreditation as an approved destruction facility from the Air Force Office of Special Investigations (AFOSI). Destruction methods must be pre-approved by the government representative and include: disintegration into nominally 2mm particles (non-magnetic media only), incineration at a minimum of 670 degrees Celsius, or smelting at 1204 degrees Celsius. Materials to be destroyed include IT equipment such as hard drives, computers, servers, networking equipment, peripheral devices, and various other components including paper products, composite materials, and film products. The government will deliver approximately 15 steel 55-gallon drums and 6 tri-wall boxes of material in sealed containers. The contractor must provide certificates of destruction for all materials destroyed, jointly signed and verified by the on-site Whiteman AFB government witness to serve as the official record of disposition.

Performance Work Statement Destruction of Information Technology Equipment and Other Materials

509th Bomb Wing Advanced Programs Office (509 BW/APO), Whiteman AFB 10 Jun 2026

1. GENERAL INFORMATION. The contractor will provide destruction services for hazardous and non-hazardous material by means of disintegration, incineration or smelting, such that the material is rendered completely unrecognizable, indistinguishable, and permanently non-functional.

2. DESTRUCTION REQUIREMENTS: The contractor will provide disintegration, incineration or smelting using a closed container witness destruction process. The destruction process must include continuous on-site witness and verification by authorized Whiteman AFB personnel of items from delivery through the final destruction process, ensuring all materials are permanently destroyed. The specific destruction method for each material category must be designated and pre-approved by the government representative in the schedule prior to the commencement of destruction services. The contractor will be required to provide destruction service based on a pre-approved schedule once the material arrives at the destruction site without delay. Additionally, the contractor is required to obtain accreditation as an approved destruction facility from the Air Force Office of Special Investigations (AFOSI). All material must be destroyed by one of the following methods:

- Disintegration into particles that are nominally 2mm in size (only authorized for non-magnetic media/items).

- Incineration via a minimum temperature of 670 degrees Celsius (1238 degrees Fahrenheit).

- Smelting via a temperature of 1204 degrees Celsius (2200 degrees Fahrenheit).

3. DELIVERY. Materials will be delivered by Whiteman AFB personnel in sealed steel 55– gallon drums or sealed tri-wall containers.

4. MATERIALS. The material the contractor will be required to destroy includes, but is not limited to, the following:

Hard Drives Optical Media Floppy Disks Solid States Drives Laptop Computers Tablet Computers Keyboards Mice Projectors Servers Desktop Workstations Routers Switches Hubs Facsimile Machines Firewall Equipment Scanners Copiers System Memory Monitors (All Types) Multi Switches Graphics Cards RAID Controllers Central Processing Units Motherboards System Boards NAS/SAN Storage Network Interface Cards Paper Products Composite Materials Audio Devices Aluminum Components Printers & Associated Components Various Film Products

5. QUANTITY. Approximately 15 steel 55-gallon drums and 6 tri-wall boxes of material will require destruction.

6. DOCUMENTATION. The contractor will provide certificates of destruction for all materials destroyed, which must be jointly signed, verified, and officially accepted by the on-site Whiteman AFB government witness to serve as the official record of disposition.
