The contractor must design and integrate physical, electronic, or software interlocks that interrupt robot and laser operation if triggered, perform baseline and acceptance testing of the laser system and all potentially impacted systems, and deliver onsite operator training for NASA Langley personnel covering AFP end effector operation, safety interlock functionality, laser system procedures, and manufacturing methods. Deliverables include drawings, operation manuals, and training materials. Performance is estimated January through March 2027 at NASA Langley, coordinated with concurrent laser barrier construction work. This is a commercial-items procurement under FAR Part 12 (NAICS 541715).

Synopsis:

NASA/NSSC has a requirement for Design, integration, documentation, and training on Class IV laser safety interlocks. 

NASA/NSSC intends to issue a sole source contract to Electroimpact, Inc., 4413 Chennault Beach RD Mukilteo, Washington 98275-5048, under the authority of FAR 12.102(a). It has been determined that Electroimpact, Inc. is the sole provider of Design, integration, documentation, and training on Class IV laser safety interlocks

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Langley Research Center (LARC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 541715.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 8:00 a.m. Central Standard Time on 7/28/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
