About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 is seeking a design-build contractor to refresh the Lake Baldwin Pharmacy finishes at the Orlando VA Medical Center. The project involves renovating approximately 4,000 square feet of space, including the front waiting area, two bathrooms, and back pharmacy areas, requiring replacement of flooring, lighting, ceiling tiles, and repainting to match adjacent Building 500's finishes while maintaining pharmacy operations during construction. Contractors must provide comprehensive design-build services including all labor, materials, tools, equipment, and services necessary to complete the project as specified in the Statement of Work. Proposals will be evaluated based on technical approach, qualifications, past performance, design and construction methods, schedule, key personnel, and warranty support. The solicitation was posted on September 22, 2025, with proposals due by October 13, 2025, and a 240-calendar day performance period following Notice to Proceed.
This opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses under NAICS code 236220 (Commercial and Industrial Building Construction). The project magnitude is estimated between $500,000 and $1,000,000, with the performance period divided into 120 days for design and 120 days for construction phases. The work will be performed at the Lake Baldwin VA Clinic in Orlando, Florida, with strict requirements to minimize facility disruption and comply with VA guidelines, standards, and infection control measures. Contractors must maintain specific subcontracting limitations, with no more than 85% of work subcontracted to non-certified firms for general construction, and must demonstrate compliance through various certifications including past performance questionnaires and safety records. Award of the contract is contingent upon the availability of appropriated funds, as funds are not currently available for this procurement.
