About this opportunity

The Department of the Navy Naval Facilities Engineering Command has published a Special Notice soliciting feedback on the potential use of a Project Labor Agreement (PLA) for a design-build construction project to replace waterfront transformers and infrastructure at Naval Station Mayport in Florida. The project aims to replace the electrical distribution system, lighting, and nine transformers with switchgears, and power & telecommunication igloos infrastructure for six substations, with the goal of meeting the full shore power requirements of various naval ships.

The purpose of this RFI is to gather public comments on the use of a PLA for this $25M - $100M construction project, which is anticipated to have a general period of performance of four years for the base award and an optional four years after award. The Navy is seeking feedback on the availability of union and non-union labor, potential impacts of a PLA requirement, and ways a PLA might affect project costs. Responses to the attached questionnaire are due by June 10, 2024 and will be used for planning purposes only, as this is not a solicitation for bids or proposals.
