About this opportunity
U.S. Customs and Border Protection (CBP), under the Department of Homeland Security, is conducting market research through a Request for Information (RFI) for design-build construction services to support border security infrastructure projects. The agency seeks comprehensive information from qualified contractors regarding their business capabilities, technical expertise, prior federal contract experience, and innovative project management solutions. Key contract requirements include providing design, construction, and professional construction management services with qualified personnel such as contract managers, project managers, project superintendents, and quality control managers. The RFI emphasizes the need for contractors to demonstrate financial stability, project labor agreement experience, compliance with federal security protocols, and adherence to CBP design standards that incorporate sustainability and environmental compliance. Contractors must submit their responses in Microsoft Word format via email to the Contract Specialist, Marty Hollander, at SAMUEL.M.HOLLANDER@cbp.dhs.gov no later than 1500 Washington DC time on November 5, 2025. This is a market research initiative only and does not constitute a commitment to award a contract, with all submission costs to be borne solely by responding contractors.
CBP anticipates approximately 30 to 40 capital construction projects with a total program budget of up to $3.6 billion, with project execution scheduled to begin in fiscal year 2026 and conclude by January 2029. The proposed project allocation includes small structures representing approximately 30 percent of the portfolio ($1–$50 million each), medium structures representing 15 percent ($51–$100 million each), and large structures representing 55 percent ($101 million and above each). The five-year contract consists of a base year plus four one-year option periods, running from March 16, 2026 to March 15, 2031, and will encompass projects across all 20 Border Patrol sectors and 328 ports of entry throughout the United States. Facility types include Border Patrol stations, checkpoints, headquarters buildings, and air and marine operations facilities, with projects focused on renovating, repairing, and constructing new facilities nationwide, with particular emphasis on the southwest border. No set-aside designations have been applied to this opportunity, and the NAICS code is 541330 (Engineering Services) with a Product Service Code of Y1EZ (Construction of Other Industrial Buildings).
