About this opportunity

The U.S. Army Corps of Engineers (USACE) Europe District is planning a Design-Build and Design-Bid-Build Multiple Award Task Order Contract (DB-DBB MATOC) for construction projects in Bulgaria, North Macedonia, Kosovo, and Albania. The procurement will support U.S. Department of Defense and other U.S. agency operations, covering construction requirements including new facilities, repairs, maintenance, building construction, road work, environmental remediation, and various infrastructure tasks. Interested vendors must submit a five-page capabilities statement by April 22, 2025, at 15:00 Central European Time, detailing their experience with similar work, ability to perform multiple concurrent projects, and capability to work in the specified countries. The evaluation will focus on vendors' prior experience with U.S. government agencies, new construction and renovation projects, horizontal and vertical construction, and multi-trade project management. USACE is considering issuing a Request for Proposal around August 2025, with the ordering period potentially starting no earlier than January 2026.

The procurement has no specific set-aside designation and will utilize the North American Industry Classification System (NAICS) code 236220 for Commercial and Institutional Building Construction. The Multiple Award Task Order Contract will have a five-year ordering period with a maximum capacity of $45 million, which will be shared among multiple awardees. The contract will expire either at the end of the ordering period or when the maximum capacity is reached, whichever occurs first. Vendors must demonstrate their ability to obtain necessary documentation and permits for construction activities in the specified countries. The solicitation will follow two-phase design-build procedures outlined in Federal Acquisition Regulation (FAR) sections 16.5 and 36.3, and will require detailed documentation of past performance, including project timelines and total contract values in U.S. dollars.
