About this opportunity

The U.S. Army Corps of Engineers (USACE) Omaha District intends to issue an Architect-Engineer services solicitation for Sensitive Compartmented Information Facilities (SCIFs) and high-altitude electromagnetic pulse (HEMP) shielding as an unrestricted IDIQ Multiple Award Task Order Contract (MATOC) with solicitation expected around September 1, 2026 and responses due November 13, 2026.

The contract carries a $150 million shared capacity ceiling across a targeted pool of four contractors, with a 5-year base period plus a 2-year option, with an additional optional 6-month extension available. Work is performed primarily at USACE Omaha District facilities but may extend to other USACE Districts and worldwide locations (CONUS and OCONUS). Task orders will be issued on a negotiated firm-fixed-price basis, ranging from $500,000 to $30 million per task order, with a $2,500 minimum guarantee. The NAICS code is 541330 (Engineering Services); small business size standard is $25.5 million.

Scope includes design and construction documents, design-build RFPs, schematic designs, site investigations, facility space planning, HEMP verification testing per MIL-STD-188-125-1A, acoustic testing per ASTM E336, BIM/CIM/GIS/CAD modeling, construction cost estimating using MII software and SpecsIntact, antiterrorism and force protection integration, sustainable design principles, construction administration, and commissioning services (Fundamental and Enhanced). Work covers ICD/ICS-705 SCIFs and Secure Access Program Facilities (SAPFs).

Evaluation criteria emphasize specialized SCIF/SAPF/HEMP experience, key personnel qualifications (project managers, designers, cost engineers, BIM manager), past performance on similar work, capacity to handle $20 million or more in annual task orders, and worldwide performance capability. Award is anticipated May 2027. Firms must submit SF 330 (Part I and II, 75 pages maximum) by November 13, 2026 at 2:00 p.m. Central Time via email as a single PDF.
