About this opportunity
The Pacific Northwest Division of Battelle Memorial Institute, operating on behalf of the Department of Energy, is conducting market research to identify contractors capable of designing and fabricating a mobile office building for U.S. Customs and Border Protection officers at the Kapalama Container Terminal in Honolulu, Hawaii. The contractor will be responsible for creating a two-story, 1,500-square-foot modular building featuring a supervisor office, six CBP officer work areas, break area, unisex bathroom, storage room, and covered deck with bulletproof interaction window. The building must meet stringent security requirements including UL 752 level 3 bullet-resistant construction, intrusion detection systems, access control, and compliance with U.S. Customs and Border Protection Space Allocation Design Standards from September 2009. The contractor must also ship the fabricated building to San Diego, California, and provide installation drawings meeting local codes and standards. Interested companies must submit capability statements of no more than ten pages by 4:00 PM Pacific Time on July 16, 2025, to Paula.Miller@pnnl.gov, including organization details, business size classification under NAICS code 332311, and descriptions of up to three relevant contracts performed within the last five years.
This opportunity does not include any set-aside designations and is currently in the market research phase with no existing solicitation. No incumbent contractors or current service providers are identified in the documentation. While specific award values or budget ranges are not disclosed, Battelle anticipates structuring this as a Firm Fixed Price contract should it proceed to formal solicitation. The scope involves designing and fabricating a specialized security-compliant modular office building with advanced features including hardened LAN room, central HVAC systems, weapons storage cage, and infrastructure for surveillance systems. The project timeline requires completion of market research by mid-July 2025, with the contractor ultimately responsible for delivering a turnkey solution that can be shipped across the Pacific and installed according to federal standards. Battelle reserves the right to use submitted information for creating competitive solicitations in the future, though no commitment to contract award currently exists.
