About this file
This document is a Scope of Work (SOW) for designing and fabricating a modular office building for U.S. Customs and Border Protection at the Kapalama Container Terminal in Honolulu, HI. The contractor will be responsible for designing a two-story, 150-square-foot supervisor office with six CBP officer work areas, a break area, unisex bathroom, storage room, and a covered deck with a bulletproof interaction window. The building must meet specific security requirements, including UL 752 level 3 bullet-resistant doors, windows, and exterior construction, with an intrusion detection system featuring access control, glass break sensors, and infrastructure for a Central Area Surveillance System.
Key project details include shipping the fabricated building to San Diego, CA, and providing installation drawings that comply with U.S. Customs and Border Protection Space Allocation Design Standard from September 2009. Additional requirements involve a hardened LAN room, central heat and air, a storage room with a cage for weapons and seized property, and future determination of office furniture, backup power, propane generator, key storage system, and electrical configurations. Interested parties are requested to submit documentation of qualifications, work examples, and warranty information by July 16, 2025, to Paula.Miller@pnnl.gov, with installation services noted as an optional offering.

Text version
The scope of work for this project is to design and fabricate an office building that will be used by Customs and Border Protection at the Kapalama Container Terminal in Honolulu, HI. It will be the responsibility of the contractor to ship the fabricated building to San Diego, CA. The contractor will be responsible to provide a final, installation drawing that meets local codes and standards as well as U.S. Customs and Border Protection Space Allocation Design Standard dated September 2009.
It is anticipated that the final product will be modular and may include on-site assembly. It is also anticipated that some aspects of the build will be ‘stick-built’ on site. This approach is acceptable, as the space availability is irregular and will not easily accommodate modular construction.
