About this opportunity
The Department of Energy Office of Science is seeking a contractor to conduct a comprehensive study on the design and assembly of lithium-ion battery systems for medium- and heavy-duty vehicles. The solicitation requires detailed design work for six distinct battery configurations, specifically covering two battery chemistries (NMC811-Graphite and LFP-Graphite) across three energy requirements (100, 200, and 500 kWh). The primary objective is to develop precise cell-to-pack and pack-to-system cost models for a manufacturing plant with a 25,000 vehicle per year capacity. Proposals will be evaluated based on technical merit, business management capabilities, and pricing, with equal importance given to technical and price components. The solicitation was posted on April 29, 2025, with proposal responses due by May 13, 2025, and an addendum was issued on May 8, 2025, providing clarifications to 11 contractor questions.
The contract is not set aside for any specific category of business and is open to engineering services contractors classified under NAICS 541330. The place of performance is within the United States, with a specific requirement that all battery system designs be for vehicles manufactured in the USA. No specific budget ceiling was disclosed in the solicitation documents, though the project involves creating detailed design estimates for six battery system configurations. The contract falls under the Product Service Code C219 for general architectural and engineering services. Potential contractors will need to demonstrate significant prior experience in battery system design, with a focus on meeting vehicle performance requirements for the US market. The project aims to provide Argonne National Laboratory with comprehensive design and cost analysis for advanced battery technologies in medium- and heavy-duty vehicle applications.
Notice text
The objective of this requirement is for a study to design lithium-ion battery packs for medium- and heavy-duty vehicles and to estimate the cost of assembling the packs from purchased cells. The data and analysis will be used to model the cell-to-pack and cell-to-system costs for NMC811-Graphite and LFP-Graphite batteries in a plant, with a capacity of 25,000 vehicles per year. Designs and estimates will be provided for three separate battery systems with required energies of 100, 200, and 500 kWh. This corresponds to six total designs and estimates - i.e., two chemistries for all three kWh requirements. This work is expected to provide Argonne with the design of cells, modules, and packs that are assembled in lithium-ion battery systems for medium- and heavy-duty (MHD) vehicles and the resulting cell-to-pack and pack-to-system cost. The battery systems are designed for vehicles in the USA and are manufactured in the USA.
